Hiring Range: This position has a compensation range that spans the salary threshold for Washington State, which means that this position may be classified as either non-exempt (hourly) or exempt (salaried), depending on the candidate’s qualifications, including education, experience, and other relevant factors.
Non-Exempt (Hourly): $32.53 - $37.49 per hour
Exempt (Salaried): $77,968.80 - $84,593.60 per year

Kitsap Mental Health Services (KMHS) is hiring a Program Supervisor to lead the Young Adult Transition Team (YATT). This position provides administrative supervision, program development, and compliance oversight while supporting a trauma-informed environment at the Evergreen Bright Start housing program. The Program Supervisor also facilitates the Kitsap County Youth Advisory Board (YAB) and works closely with staff and community partners to empower young adults transitioning to independence.
Primary Responsibilities:
• Provide program oversight, including contract compliance, data collection, reporting, and adherence to funding requirements and timelines.
• Hire, train, coach, and supervise YATT staff while monitoring performance and key indicators.
• Ensure compliance with agency, WAC, and grant standards for client care.
• Develop and support trauma-informed and equitable policies and procedures for YATT clients and Evergreen Bright Start residents.
• Build strong partnerships with community agencies, attend public events, and represent YATT to external partners.
• Inform community development strategies for housing and safe relocation of youth experiencing homelessness.
• Track program budgets, data collection, and reporting systems to ensure accountability.
• Support the development and implementation of life-skills curriculum for young adults preparing for independent living.
• Facilitate and support a Youth Advisory Board to help guide service delivery for young adults.
• Provide on-site crisis support and direct case management as needed, using evidence-based practices.
• Supervise an average of three direct reports, including the Resource Specialist, Housing Support Specialist, and Employment Specialist.
• Conduct scheduling, coaching, and performance evaluations for staff and assist in annual reviews.
Minimum Qualifications:
EDUCATION: Bachelor’s degree in Psychology, Social Services, or other behavioral health field.
EXPERIENCE: 5+ years in a related field with experience in nonprofit program development, compliance monitoring, and data reporting, and an understanding of co-occurring disorders treatment, individual and group therapy with vulnerable young adult populations.
This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must meet agency driving requirements, including meeting the minimum age requirement of 21 years old, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver's license in the state of Washington, and having reliable, insured transportation.
LICENSES/CREDENTIALS: Registered Agency Affiliated Counselor credential (as defined by WAC 246-810-0154 & 246-810-155) or eligibility to obtain.
Preferred Qualifications:
EDUCATION: Master’s Degree in Psychology, Social Services, or other behavioral health field.
EXPERIENCE: Grant-writing experience, familiarity with data reporting through systems such as REDCAP/Sage/HMIS strongly preferred. Housing support, especially through Foundational Community Support program (FCS) experience strongly preferred.
LICENSES/CREDENTIALS: Washington License (LICSW, LMFT or LMHC) or eligibility to obtain (as defined by applicable WAC and RCW regulations).
