Testing Manager
 
KAI Partners, Inc. (KAIP) is currently seeking a Testing Manager who provides senior-level leadership and oversight for enterprise testing activities supporting State information technology initiatives. This role is responsible for planning, coordinating, and executing comprehensive testing strategies to ensure system quality, compliance with recognized testing standards, and successful delivery of complex, multi-vendor solutions. The Testing Manager partners closely with State leadership, service delivery teams, and contractors to manage test resources, mitigate risk, support System Change Requests (SCRs), and ensure testing readiness for releases within large-scale Health and Human Services systems.
 
Responsibilities  
  • Review and validate contractor test deliverables to ensure accuracy, completeness, and adherence to standards.
  • Ensure all testing activities align with established Test Management methodologies and governance processes.
  • Lead end-to-end Test Planning, including development and standardization of Test Management processes and artifacts.
  • Manage and allocate test resources to support project timelines and testing objectives.
  • Drive on-schedule execution of testing activities, proactively addressing risks to delivery.
  • Coordinate testing efforts across multiple contractors to ensure integration and consistency.
  • Oversee and direct Regression Testing to validate system stability and change impacts.
  • Maintain, update, and enforce quality standards for test scripts and test documentation.
  • Produce and maintain auditable test completion evidence to support project and compliance requirements.
  • Identify opportunities for continuous improvement in testing processes, tools, and execution.
  • Proactively identify testing risks and issues, ensuring timely reporting, escalation, and resolution.
  • Monitor, document, and report deviations from approved Test Plans, recommending corrective actions.
  • Support Consortium Testing activities, ensuring alignment across participating organizations.
  • Coordinate System Change Requests (SCRs) and releases to ensure testing readiness and successful deployment.
  • Perform other duties as assigned.
Skills and Qualifications
  • Software testing methodologies: functional, integration, system, API, batch, ADA, and regression.
  • Test planning and execution, including test cases, scripts, traceability, and defect lifecycle management.
  • Experience with IEEE- or ISO-based test standards.
  • Large-scale system testing and System Change Request (SCR) impact analysis.
  • Coordination in enterprise, multi-vendor testing environments.
  • Health & Human Services systems knowledge.
  • Release and environment coordination, including code deployments and batch cycles.
  • Ability to review and discuss technical artifacts (architecture, interfaces, APIs).
  • Defect tracking, test metrics analysis, and quality reporting.
  • Creation of test status reports, dashboards, and test summaries.
Work/Education Experience  
  • Bachelor's degree. (Required)
  • 5+ years of experience in public sector consulting
  • Minimum of two years of experience in a test leadership role on information system projects (health and human services systems preferred) and knowledge of test methodologies and industry standards. (Required)
  • Minimum of five years of experience developing and executing test management plans and work schedules, in compliance with a recognized standard, such as IEEE or ISO. (Required)
  • Minimum of two years of experience with Health and Human Services systems projects. (Required) 
Compensation Range: $140,000 - $165,000
 
The salary range for this role may vary depending on the specific geographic location where this position is ultimately filled. Several factors, including but not limited to a candidate's experience, education, skills, and certifications, pay equity, and organizational needs, are considered when determining the posted salary range. In addition, eligible roles also qualify for a comprehensive benefits package.
