The role requires a higher level of judgment, credibility, and cross-functional leadership than a traditional Senior Project Manager position.

Responsibilities

  • Serve as a senior advisor and systems integration lead for Medicaid/Medi-Cal technology initiatives, helping clients align program goals, business operations, technical delivery, and governance expectations.
  • Partner with executive sponsors, client leaders, program teams, technical teams, vendors, and other stakeholders to clarify scope, priorities, risks, dependencies, and decision points.
  • Lead or support strategic planning, implementation readiness, systems integration planning, and delivery oversight for complex health and human services projects.
  • Translate Medicaid/Medi-Cal program requirements, operational needs, and stakeholder input into actionable roadmaps, workplans, governance materials, and executive-level recommendations.
  • Assess project health, identify delivery risks, and recommend practical mitigation strategies that support timely, transparent, and client-centered execution.
  • Facilitate meetings, workshops, and decision forums with senior stakeholders; prepare clear agendas, materials, briefings, status updates, and follow-up actions.
  • Coordinate across business, technology, policy, compliance, and vendor workstreams to promote alignment and reduce gaps between strategy and implementation.
  • Support procurement, vendor management, implementation governance, change management, or quality assurance activities when required by the client engagement.
  • Develop high-quality client-facing deliverables, including presentations, reports, issue logs, decision papers, implementation plans, and executive communications.
  • Model sound consulting judgment, professional presence, and accountability while representing KAI Partners in complex client environments.
  • Other duties, as assigned.

Skills and Qualifications

  • Executive-level consulting presence and ability to advise senior client stakeholders.
  • Strong understanding of Medicaid, Medi-Cal, health and human services programs, or comparable public-sector health technology environments.
  • Systems integration, implementation planning, governance, risk management, and delivery oversight experience.
  • Ability to translate complex business, policy, technical, and operational needs into clear recommendations and work products.
  • Excellent facilitation, written communication, presentation, and relationship-management skills.
  • Sound judgment, adaptability, and comfort working in ambiguous, high-visibility client settings.

Work/Education Experience

  • Required qualifications:
    •    Significant experience leading or advising complex technology, systems integration, program transformation, or implementation initiatives.
    •    Experience supporting Medicaid, Medi-Cal, health and human services, government, healthcare, or similarly regulated client environments.
    •    Demonstrated ability to work with executive sponsors, senior stakeholders, delivery teams, vendors, and cross-functional partners.
    •    Strong project/program leadership capabilities, including planning, issue and risk management, dependency management, facilitation, and executive reporting.
    •    Ability to produce polished client-facing deliverables and communicate complex information clearly to technical and non-technical audiences.
    •    Proficiency with common business productivity tools used for planning, reporting, analysis, presentations, and collaboration.
  • Preferred qualifications:
    •    Prior Medi-Cal or Medicaid enterprise systems experience.
    •    Experience with systems integrator, IV&V, PMO, procurement support, vendor management, or large-scale public-sector modernization engagements.
    •    PMP, PgMP, Agile, Lean Six Sigma, Prosci, or comparable professional certification.
