The Program / Project Manager (PM) oversees a program supporting a DHS customer. The PM works with, and manages the involvement of, subcontractors to ensure work share requirements are met and sustained in accordance with contractual agreements.  The PM coordinates the preparation of personnel assignments, work statements and specifications, budgets, financial terms/conditions, assists in employee recruitment, selection and training, performance assessment, and recognition/disciplinary actions.  The PM acts as primary point of contact with the government for program activities, review sessions, schedule, negotiation, and technical performance. 

Duties and Responsibilities: 

The PM controls performance and cost expenditures and serve as the primary contact between the contractor and the government point of contact for contract administrative and financial management.  
 
The PM administer performance activities on the contract and project teams to ensure cost, schedule, and performance requirements are accomplished. 
 
The PM conducts project and contract oversight, and is responsible for collecting, maintaining, analyzing, and collating the project and financial management data necessary for comparison of contractor progress and status.  
 
The PM develops and tracks the proposed budgets; detailing expended funds, task descriptions, deliverables and progress reports to include a summary of the labor hours worked by labor category and costs incurred on a monthly basis. 

The PM prepares a work plan within 30 day of contract award, detailing all work efforts to include milestones.
 

The PM administers staffing responsibilities, proposed changes, the reason for changes, and the potential impact on the program. Duties include the direct and indirect management of employees and subcontractors to include’ hire/fire, performance management, coaching, etc.
 

The PM formulates and enforces work standards, assign schedules, and review work discrepancies of all personnel performing on the task order, and directly supervise on site personnel working on the program.
 


Minimum Qualifications/Requirements 

- A Masters degree in Business (or comparable experience)
- Certified in Project Management
- 10 years specialized experience in managing projects, contracts, funds, and resources.
 
- Effective oral and written communication skills with all levels of the organization (including management, peers, team members and customer-base).  
- Strong organizational skills with the ability to manage time and multiple priorities to completion.  
- Problem solving skills with an analytical thought process.  
- Ability to adapt to a rapidly changing environment. 
- Proficient in using computer applications such as Microsoft Office Suite or equivalent 

Desired Qualifications:
- Recent work experience with the Department of Homeland Security (DHS)
- Previous experience with Homeland Security Exercise and Evaluation Program (HSEEP)
