Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, D.C. seeks highly qualified individuals to serve as Monitoring, Evaluation and Learning (MEL) Specialists within the United States Agency for International Development (USAID).  This is a great opportunity for junior professionals or new graduates who are interested in launching a career in international development and/or global health and gaining valuable experience with USAID.

Jefferson provides strategic and operational services to federal agencies in program management, acquisition, human capital and training including USAID. The newly reorganized RFS will strengthen coordination across the technical areas of agriculture-led growth, resilience, nutrition, and water security, sanitation and hygiene and provide state-of-the-art services to the field. MEL Specialists will provide a crucial service to coordinate and manage the increased information flow to support the Bureau. The MEL Specialists will conduct robust research, analysis and technical engagement in support of their office objectives. Each MEL Specialist will be assigned to and work closely with their teams on assignments.

Work will be performed on site at the Ronald Reagan Building in Washington D.C. during normal business hours, Monday through Friday (except Federal holidays). 

Key responsibilities include:

  • Research and Analysis Work: Under the guidance of their supervisor, support in the collection, aggregation, synthesis, analysis, and interpretation of data. Review research, surveys, and or evaluation reports to improve quality of analysis.
  • Program Monitoring, Evaluation, and Assessment: Support the design and review of Mission program monitoring and evaluation studies or projects for international development activities, processes or policies. Assist in the review evaluation and assessment designs submitted by implementing partners, contractors, and research partners.
  • Presentation of Findings and Recommendations: Contribute to the synthesis of evaluation and monitoring results and their translation into written documents and/or oral presentations. Assist in preparation of evaluation findings, reports, and articles for appropriate audiences/ stakeholders,
  • Technical Assistance: Support efforts to provide technical assistance for assessing, measuring and/or evaluating programs, processes and/or policies.
  • Collaboration: Collaborate with staff on Mission program, project, and activity monitoring and evaluation projects/studies and support efforts, as appropriate, with other program and technical staff.
  • Administration: Setting up meetings/calls such as by sending out invitations, following up with participants, and working with the Administrative staff to book lines and rooms.
  • Performs other duties as assigned.

Qualifications:

  • Master’s Degree or higher
  • At least 1 year of experience in monitoring, evaluation, data analysis, statistics, research methods, or other relevant activities
  • Ability to obtain a SECRET security clearance or a USAID facility access clearance
  • Ability to handle effectively and concurrently multiple tasks and projects
  • Excellent anticipatory skills and proactive approach to work
  • Strong oral, interpersonal, and written communication skills to effectively interact with government clients and industry partners
  • Strong prioritization and organization skills to meet deadlines
  • Positive and professional attitude and demeanor
  • Detail-oriented and interested in producing quality work product
  • Proficiency in Microsoft Office, experience with Google Drive is a plus
  • Experience with USAID, USG or other related organization is preferred
