Summary of Position(s):

IREX is seeking both short- and long-term consultants for the anticipated five-year USAID-funded global Digital Strategy Implementation & Programs Activity. The activity is a buy-in mechanism that will enable USAID Missions to access a range of services to drive the implementation of the Digital Strategy across the Agency’s multiple technical and regional sectors. The goal of the activity will be to build the capacity of USAID Missions, Washington Operating Units (OUs), and partners to advance digital initiatives that enhance security and economic prosperity in partner countries while safeguarding individual rights, freedom of expression, and democratic norms and practices. The activity will aim to (1) drive the research, training, strategic thinking, digital-sector partnerships, and behavior change that will equip USAID for the digital age and (2) support the growth of open, inclusive, and secure digital ecosystems in partner countries.

Preferred Qualifications Include:

  • At least eight (8) years of progressively responsible professional work experience working on technology, cybersecurity and/or digitalization, preferably within the development field.
  • Excellent communication and relationship-building skills, including a proven ability to communicate complex concepts in technology to development experts.
  • Experience building relationships and engaging across multiple technical sectors, including technology, cybersecurity, and/or digitalization.
  • Advanced understanding of digital technology trends related to development.
  • Ability to travel globally at short notice.
  • Degree in related field (Bachelor’s or equivalent required, Master’s highly preferred).
  • Fluent English is required.
