Summary of Position: 

IREX seeks qualified Monitoring, Evaluation, and Learning (MEL) Specialist candidates for the anticipated USAID Digital Strategy Implementation and Programs Activity (DSIPA). This activity under USAID’s Innovation, Technology & Research Hub’s Technology Division (ITR/T), is designed to build the capacity of USAID Missions, Washington Operating Units (OUs), and partners across multiple technical and regional sectors, to advance digital initiatives that enhance security and economic prosperity in partner countries while safeguarding individual rights, freedom of expression, and democratic norms and practices. The activity will advance the research, training, strategic thinking, digital-sector partnerships, and behavior change that will equip USAID for the digital age. The activity will also foster the effective and responsible use of digital technology across all technical and regional sectors, and support the growth of open, inclusive, and secure digital ecosystems in partner countries. The MEL Specialist will advise buy-in clients and USAID on its research and collaborating, learning, and adapting (CLA) agenda; and will manage the activity’s MEL plan.

This position is contingent on funding.

Summary of Responsibilities:

  • Develop and implement a monitoring, evaluation, and learning plan across all program components including identification of process, output, and outcome indicators
  • Oversee design and implementation of key impact evaluation activities, and ensure these are completed to time, quality and scope agreed.
  • Design and develop collection, analysis and reporting activities that capture necessary data to report on program results; including but not limited to Performance Plan and Report (PPR) data, context indicators and other relevant programmatic indicators.
  • Work with partners to ensure application of high-quality MEL activities and data collection; oversee partner capacity building as needed
  • Communicate information obtained through M&E activities to IREX staff and various external stakeholders, notably donors and partners 
  • Liaise as necessary with IREX Strategic Evaluation and Learning team
  • Provide inputs as requested to the program’s CLA agenda in collaboration with USAID and buy-in clients
  • Regularly review data collection processes, perform data quality assessments, and adjust as needed 
  • Conduct regular visits to program sites to provide technical assistance and ensure proper monitoring of program activities
  • Produce activity updates, newsletters, M&E reports for the Chief of Party and donors, as needed.
  • Develop annual performance plans and annual MEL plans
  • Serve as member of the program senior management team
  • Supervise assigned MEL staff
  • Other duties, as assigned

Required Skills and Qualifications:

  • Minimum of 10 years of experience implementing MEL activities of USAID-funded programs
  • Bachelor’s degree (master’s preferred) in statistics, demographics, public policy, education, or related field
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Experience in designing, managing, and implementing multi-disciplinary and results-based surveys, and developing and refining data collection tools
  • A demonstrated commitment to creating a learning environment in a program
  • Proven track record in the advanced use of modern communications tools, internet, email, social media, and teleconferences
  • Ability to communicate professionally and provide written reporting in English is required
