Enterprise HSE Systems & Compliance Manager
Description
Integrated Power Services (IPS) is seeking an Enterprise HSE Systems & Compliance Manager to support the development, governance, and continuous improvement of health, safety, environmental, and regulatory compliance systems across the organization.
This role is responsible for maintaining compliance processes, documentation systems, reporting structures, and training compliance programs that support operational consistency and regulatory compliance across IPS business units. Working closely with Operations, HSE Leadership, HR, Risk Management, Legal, and CIPS, this position helps drive compliance visibility, accountability, and continuous improvement throughout the enterprise.
Responsibilities & Expectations:
Enterprise HSE Systems & Governance
● Maintain and support continuous improvement of the IPS HSE Management System across operating divisions.
● Develop and standardize compliance processes, documentation controls, audit workflows, and corrective action programs to improve consistency and scalability.
Compliance Performance & Risk Visibility
● Develop and maintain compliance metrics, dashboards, and reporting tools to provide visibility into organizational performance.
● Analyze compliance trends, identify areas of risk, and recommend process improvements to reduce exposure and improve operational consistency.
OSHA, MSHA & Regulatory Agency Oversight
● Coordinate OSHA compliance activities including recordkeeping, reporting, citation tracking, abatement documentation, and regulatory correspondence.
● Support regulatory inspections and maintain documentation systems that support compliance readiness and defensible recordkeeping practices.
Environmental Regulatory Compliance
● Support environmental compliance programs including hazardous waste management, SPCC plans, stormwater requirements, air permitting, Tier II reporting, PCB management, and waste disposal documentation.
● Coordinate environmental compliance reporting and maintain associated records and documentation systems.
Compliance Systems & Data Governance
● Maintain governance, accuracy, and integrity of enterprise HSE compliance systems and contractor qualification platforms to include - HSEQuest; RecordQuest; AuditQuest; DocuQuest; and Third Party qualification systems.
● Ensure compliance data is consistent, auditable, and accessible across business units to support reporting and decision-making.
Training & Qualification Compliance
● Monitor enterprise HSE training compliance and identify gaps requiring corrective action.
● Support the development and administration of compliance-related training resources for operational leaders and HSE stakeholders.
Acquisition & Integration Support
● Assist with HSE compliance integration activities for newly acquired businesses, including documentation reviews, corrective action planning, and system implementation.
● Support the integration of acquired entities into IPS compliance systems and reporting processes.
Performance Measurement & Continuous Improvement
● Develop and maintain compliance KPIs aligned with enterprise objectives.
● Partner with HSE and CIPS leadership to identify opportunities for process improvement, standardization, and risk reduction across the organization.
Qualifications and Competencies:
Education
● Associate degree required.
● Bachelor's degree in Occupational Safety, Environmental Science, Engineering, Business, or a related field preferred.
Experience
● 5+ years of experience in health, safety, environmental, compliance, quality, auditing, or management systems roles.
● Experience supporting regulatory reporting, compliance documentation, audits, inspections, or corrective action programs.
● Experience working in industrial, manufacturing, field service, construction, utilities, mining, or related environments.
Certifications
● OSHA 30-hour certification required.
● ASP, CSP, CHMM, ISO Auditor, or other relevant certifications preferred.
Preferred Qualifications:
● Experience supporting multi-site or multi-state operations.
● Experience interacting with OSHA, MSHA, or environmental regulatory agencies.
● Experience supporting environmental compliance programs including RCRA, SPCC, stormwater, air permits, Tier II reporting, or PCB management.
● Experience with HSE management systems, ISO 14001, ISO 45001, audit programs, or enterprise governance frameworks.
● Experience supporting acquisitions, system integrations, or compliance harmonization efforts.
● Experience administering compliance management software, contractor qualification systems, or enterprise reporting platforms.
● Experience developing executive-level compliance dashboards, KPIs, and business intelligence reporting.
Authority & Accountability:
● Authorized to recommend corrective actions for identified compliance non-conformances.
● Authorized to escalate significant compliance risks to HSE leadership.
● Accountable for compliance documentation integrity, reporting accuracy, and system governance.
● Partners with HSE leaders and operational stakeholders to support consistent compliance execution across IPS.
