Position Summary
Under supervision of the Director of Real Estate Development, the Project Manager will help Insight Housing promote and develop housing to serve individuals experiencing homelessness. The Project Manager will take projects from conception through completion—including project initiation/site control, feasibility, analysis/financing plan, permitting, design, development and operational financing, construction, start-up and stabilization of operations. The position is responsible for overseeing all stages of development for several projects at any given time and ensuring the organization meets the objectives of each project within assigned schedule and funding parameters.
 
Essential Duties and Responsibilities
  • Ensure continuity and completion of all development projects as they transition from predevelopment design and entitlements to the construction phase through to lease-up and building operations.
  • Develop and maintain schedules, budgets, and proformas for development projects.
  • Track the progress of each project from a macro level, while being detail oriented. Assisting with management of consultant team, including architect, engineers and other consultants.
  • Collaborate with CEO, COO, Director of Real Estate Development, funders, and contractors to ensure communication is up to date and accurate on changes and financial impact. Oversee deliverables and keep them on track.
  • May assist in the selection of sites for future housing development, including market research, financing proformas, environmental review, due diligence, and risk assessment.
  • Assist with applying for and obtaining land use approvals and building permits. Assist in preparation of community outreach documents and attend community outreach meetings.
  • Work the local and state staff on development issues including permits, entitlements, and financing.
  • Assist with preparation, submission, and tracking of applications for public finding for rehabilitation and new construction projects.
  • Assist in preparing budgets and schedules, cash flow projections, deal memorandums, financial forecasts, and loan draws.
  • Manage financial aspects of the development contracts, including oversight of projects billings, change orders and purchasing.
  • May assist in meeting lease up targets, coordinating with the property management team.
  • Attend development and construction team meetings on new construction and rehab deals. Assist with determining project scopes on rehabilitation projects.
  • Drive own or agency vehicle to various sites as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency driving policy at all times. 
  • Participate in promoting a safe, healthy, and clean working environment consistent with agency’s health and safety practices.
  • Attend and participate in all meetings and trainings as assigned. 
  • Complete and submit timesheets in a timely and accurate manner.   
  • Work within the framework of Insight Housing’s Code of Conduct. 
  • Perform other tasks as assigned. 
 
Qualifications, Skills, and Abilities 
  • Bachelor’s degree in Business, Real Estate, Planning, Public Policy, or related field.
  • 3+ years of experience in real estate of project management, strongly preferred. Previous experience with affordable housing a plus.
  • Must have excellent project management skills and ability to manage several projects at one time.
  • Highly proficient in Microsoft Office, email, internet, and calendaring applications. Must have excellent Excel and tracking skills, experience with project management software.
  • Strong community networking skills and ability to build resources and relationships. 
  • The candidate will understand how a development project comes together, the roles of multiple development professionals, and how to keep a team moving to accomplish the project.
  • Capable of managing the development phase(s) of projects and implementing other real estate consulting assignments, primarily involving financial and market feasibility.
  • Experience building and updating financial models in MS Excel.
  • Able to summarize project status and identify potential obstacles.
  • Knowledge of California housing funding programs a plus.
  • Ability to work with time sensitive material and meet multiple deadlines. 
  • Commitment to serving individuals experiencing homelessness, alcohol and drug dependency, and other mental health issues and to trauma-informed approach to care of individuals. 
  • Ability to interact in a supportive and professional manner with staff and clients of diverse cultural and economic backgrounds. 
  • Ability to provide good customer service. Communicate effectively and maintain a calm demeanor in stressful situations.
  • Capable of working independently and as part of a team.
  • Excellent verbal and written communication skills. 
  • Excellent interpersonal and crisis intervention skills with a can do and flexible attitude. Ability to work well under high pressure. 
  • Ability to work with minimal supervision, multitask, maintain confidentiality and appropriate professional boundaries, and meet deadlines. 
  • Ability to maintain professional conduct, attitude, and appearance at all times.

Special Requirements 

  • This position requires frequent driving.  A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.  
  • Must be able to receive and maintain criminal records clearance.
 
Physical Requirements  
  • Regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms.  
  • Frequently required to stand, walk, sit, climb stairs, talk, hear, and see clearly.  
  • May be occasionally required to stoop, kneel, or crouch.  
  • May be required to lift or move up to 10 lbs.

Compensation Range: $90,000-$110,000 DOEE
