Program Overview

The Men’s Shelter Program is a 24-7 shelter that serves 32 homeless men providing meals, laundry, secure storage of property and on-site staffing and services.  The Veteran’s GPD Transitional Housing Program provides housing for 12 homeless Veterans for up to 24 months.

 

Position Summary

The Hope Center Shelter Program Manager oversees all program participant services and operations for the Hope Center Men’s Shelter and operations-only for the Hope Center Veterans GPD Transitional Housing. The Shelter Program Manager will be responsible for staffing, program participant activities and services, and ensuring a safe welcoming shelter environment.  The Shelter Program Manager will supervise the Lead Resident Advocate, the Resident Advocate team and the Shelter Case Manager.  Shelter case management services will focus on housing readiness and navigation, increasing income and benefits, and linkages for needed healthcare. The Shelter Program Manager will oversee all aspects of the operations of this program.  Support Services will be provided by a GPD Case Manager who will be supervised by the SSVF Senior Program Manager.

 

Essential Duties and Responsibilities

  • Collaborate with HR and management to hire, onboard, train, supervise, evaluate, and terminate as necessary all shelter program staff.
  • In collaboration with the HR department, ensure that all shelter staff are meeting their professional development and annual staff training requirements.
  • Manage the shelter staff schedule to ensure sufficient staff on all shifts to support operations of the Shelter.
  • Provide on-call phone coverage and support to staff, when off-site.
  • In collaboration with the Lead Resident Advocate, adhere to a flexible schedule to provide a management presence when there are Resident Advocate staffing shortages.
  • Assign staff duties and set work plan priorities and goals.
  • Ensure all Shelter program KPIs are reviewed every quarter and met annually.
  • Work within the Alameda County Coordinated Entry System to open available shelter beds, accept new shelter program participants and ensure the new program participant intake process is welcoming and complete.
  • Work with the Alameda County Fast App to alert the county of available beds.
  • Work with the Insight Housing GPD Case Manager and SSVF Senior Program Manager to communicate issues and concerns related to GPD residents.

 

  • Ensure that shelter occupancy requirements are met.
  • Manage all program participant and program files and ensure that all statistical information is maintained in compliance with the agency and contract standards and confidentiality laws.
  • Develop program participant services and programming as required by our City, County and Federal contracts.
  • Meet with program participants to resolve grievances and provide effective mediation and de-escalation techniques, when needed.
  • Create and develop program activities, workshops and trainings.
  • Responsible for the timely and accurate completion of all city, county, federal and foundation reports in collaboration with the Residential Senior PM.
  • Ensure that contract and agency goals and outcomes are met including City of Berkeley and the County of Alameda.
  • Manage all HMIS program participant information ensuring the data quality standards are being met.

 

Leadership responsibilities

  • Work closely with the Residential SPM and other agency managers to define and implement agency policies and assure consistent delivery of program participant services.
  • Convene and lead monthly Hope Center Men’s Shelter Staff meetings.
  • Facilitate a weekly Case Conference meeting with the Shelter Case Manager to ensure quality service delivery.
  • Attend the monthly North County Regional Coordination Meeting and other external meetings.
  • Attend all Program Manager Team meetings and Insight Housing All Staff meetings.
  • Monitor and approve time sheets and all requests for time off.
  • In collaboration with management, manage and report all critical incidents as per Insight Housing policy.
  • Work with Facilities Manager to ensure proper facility maintenance and that all necessary supplies are stocked.
  • Maintain knowledge and understanding shelter contract requirements and goals.
  • Adhere to the Alameda County Shelter Standards.
  • Drive own or agency vehicle to various sites as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency driving policy at all times.
  • Participate in promoting a safe, healthy, and clean working environment consistent with agency’s health and safety practices.
  • Attend and participate in all meetings and trainings as assigned.
  • Complete and submit timesheets in a timely and accurate manner. 
  • Work within the framework of Insight Housing’s Code of Conduct.
  • Perform other tasks as assigned.

 

Qualifications, Skills, and Abilities

  • Bachelor’s degree in Social Services or related field preferred.
  • Ability to complete CPR/First Aid Training
  • At least 3 years’ direct experience providing services to individuals experiencing homelessness, mental health, substance abuse or other social issues. Translatable relevant internship and volunteer experience, and strong administrative experience will be considered.  
  • At least 1 year’ experience with staff supervision and residential program management required. Demonstrated leadership and strong administrative skills will be considered.
  • Commitment to serving individuals experiencing homelessness, alcohol and drug dependency, and other mental health issues and to trauma-informed approach to care of individuals.
  • Must be proficient in use of computer and Microsoft office suite (Word, excel, outlook and TEAMS). Experience with Homeless Management Information System (HMIS) a plus.
  • Must be familiar with government contracts in order to keep program activities and program files in compliance with Alameda County and City of Berkeley regulations and scope of service.
  • Ability to interact in a supportive and professional manner with staff and program participants of diverse cultural and economic backgrounds.
  • Ability to provide good customer service. Communicate effectively and maintain a calm demeanor in stressful situations.
  • Capable of working independently and as part of a team.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and crisis intervention skills with a can do and flexible attitude. Ability to work well under high pressure.
  • Ability to work with minimal supervision, multitask, maintain confidentiality and appropriate professional boundaries, and meet deadlines.
  • Ability to maintain professional conduct, attitude, and appearance at all times.

 

Special Requirements

  • This position requires frequent driving.  A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.
  • Must be able to receive and maintain criminal and credit records clearance.
  • Must be able to obtain TB clearance.

  • Frequently required to stand, walk, sit, climb stairs, talk, hear, and see clearly.
  • May be occasionally required to stoop, kneel, or crouch.
  • May be required to lift or move up to 50 lbs.
