Facilities Security Officer (FSO)

Background Information:
Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking an Facilities Security Officer (FSO) to be based in our Mt. Laurel, NJ office.

The FSO will support all security functions related to personnel, facilities and infrastructure in accordance with the 32 CFR 117 and National Industrial Security Program Operating Manual (NISPOM). The FSO will be responsible for administering, executing, and ensuring organizational compliance to Department of Defense (DoD) and company regulations, policies and procedures governing the protection of DoD classified and non‐classified information.

All applicants must currently possess an active U.S. Security Clearance.

Responsibilities Include:

  • Submit, process, and maintain personnel security applications (SF86s) within e-QIP through Defense Counterintelligence and Security Agency (DCSA)
  • Manage/assist in preparation for DCSA inspections
  • Maintain the facility clearance level (FCL)
  • Conduct self-inspections at least annually
  • Provide relevant and timely corrective actions to any self-inspection findings
  • Maintain the Mt. Laurel, NJ security program and policies, perform audits
  • Store, maintain and account for classified materials
  • Manage proper receipt and dispatch records for all incoming and outgoing classified shipments or hand carries
  • Manage the Defense Information System for Security (DISS) subject records for cleared personnel under the IDT NJ cage code and other IDT cage codes as necessary
  • Process/verify Visit Authorization Requests (VARs)
  • Conduct security briefings and debriefings
  • Oversee facility design, security alarms, physical security standards and safeguards
  • Maintain/track Mt. Laurel, NJ personnel security and compliance training requirements
  • Assist each FSO, CSO and the Insider Threat Program Senior Official (ITPSO) in ensuring that insider threat awareness is addressed
  • Track all Mt. Laurel Classified Information System Approvals to Operate (ATO); ensure timely submission
  • Coordination of incident response details with a formal notification to Government as an Administrative Inquiry
  • Track classified contract and classified sub-contract activities, ensuring compliance with DD254s
  • Manage contract close out disposition for classified contracts, their holdings and information systems
  • Perform COMSEC Custodian duties responsible for the protection and accountability of Collateral COMSEC material.
Minimum Required Qualifications:
  • Candidates should possess a bachelor’s degree (or equivalent)
  • Minimum of 5 years’ experience, preferably in a security position for the government or government contractor (e.g. FSO or Assistant FSO, ISSM, ISSO)
  • Completion of FSO curriculum for Possessing Facilities within 1 year of hire
Required skills:
  • Understanding successful Risk Management versus compliance requirements to enable mission success
  • Attention to detail as it pertains to record keeping and interactions with Government representatives
  • Ability to travel up to 10%
Preferred skills:
  • COMSEC keying process
  • Experience with SIMS software
  • eMass experience
  • Ideal candidate would also have experience with information systems and be familiar with the ISSM role
  • Excellent verbal and written communication skills
  • Attention to detail with high level of accuracy and confidentiality
  • Initiative, reliability, teamwork and customer service orientation
  • Strong organization and planning skills
  • Triages and handles/escalates security issues independently
