Background Information:
Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, DevSecOps, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Deputy Engineering Program Manager (EPM).

The Deputy EPM will support the EPM to lead the programmatics and management of a dynamic team in our Software Engineering Product and Technology Center. Project areas include all facets of the development and delivery of ATRT Enterprise Platform (AEP) software solutions. The successful candidate will support the delivery of on-time and on-budget solutions which meet or exceed customer expectations. They will help manage both internal and external stakeholders and be responsible for maintaining staffing, schedule, and cost objectives for a diverse set of technical projects. In addition, the Deputy EPM will assist the EPM to ensure the technical team’s solutions are compatible with staffing, schedule, and cost constraints.

Responsibilities Include:

  • Support the programmatic management and execution of multiple DOD programs
  • Develop, track, and manage project and staffing plans across multiple programs
  • Understand Agile management workflows and processes
  • Serve as an internal and external customer interface
  • Schedule and track deliverables and project costs
  • Evaluate program status to ensure progress toward specified program objectives and modify methodology as required to redirect activities to attain objectives
  • Ensure programs deliver solutions which meet all contractual requirements and customer expectations including technical performance, quality, and cost
  • Develop and execute on business and product strategy to ensure the growth and success of programs
  • Support proposal development and cost estimating for follow-on and new contracts
Minimum Required Qualifications:
  • Bachelor’s degree
  • 5+ years’ experience in Technical Program Management in the federal government sector
Required Skills:
  • Prior experience managing DOD programs
  • Familiarity with DOD Software Engineering development and delivery processes
  • Experience in proposal and cost estimation development
  • Experience with managing staffing resources within a dynamic technical domain/environment
  • Knowledgeable in applying Earned Value Management (EVM) to DOD programs
  • Ability to travel up to 15%
Preferred Skills:
  • Ability to bring commercial level efficiencies and management approaches to Navy/DOD contract management
  • Experience managing US Navy contracts
  • Experience with DOD Small Business Innovation Research (SBIR) contracts or equivalent
  • Familiarity with CMMI Level 3+ processes
  • Understanding of US Navy or DOD tactical systems and software
  • Working knowledge of DOD cybersecurity goals and techniques
  • Excellent communication and leadership skills
  • Ability to work closely with Customers, Program Managers and Senior Technical Engineers
  • Willingness to mentor and grow talent
  • Be capable of working independently, but thrive in a team environment
  • Solid problem-solving ability, coupled with a strong sense of ownership, urgency, and drive
  • Excellent verbal and written communication skills
