Background Information:
Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Senior Facilities Security Officer (FSO) to be based in our Arlington, VA office.   
 
Overview: 
The Sr. FSO will support all security functions related to personnel, facilities and infrastructure in accordance with the 32 CFR 117 and National Industrial Security Program Operating Manual (NISPOM). The Sr. FSO will be responsible for administering, executing, and ensuring organizational compliance to Department of Defense (DoD) and company regulations, policies and procedures governing the protection of DoD classified and non‐classified information.
 
All applicants must currently possess an active U.S. Top Secret Security Clearance.  
 
Responsibilities Include:  
  • Manage a Security Program for Defense Counterintelligence and Security Agency (DCSA) and Navy programs.
  • Submit, process, and maintain personnel security applications (SF86s) with the Defense Counterintelligence and Security Agency (DCSA)
  • Manage the continuous monitoring program to maintain inspection readiness
  • Collaborate with our CSO to uphold security consistency for the security program across all IDT locations
  • Lead a thorough biannual self-inspection for entire security program
  • Provide relevant and timely corrective actions to any self-inspection findings
  • Store, maintain and account for classified materials with knowledge of SIMS software
  • Serve as the interface between government and program management requirements
  • Administer National Background Investigation Services (NBIS) and Defense Information System for Security (DISS) subject records for cleared personnel under the IDT Arlington, VA cage code and other IDT cage codes as necessary  
  • Process, administer and verify Visit Authorization Requests (VARs)
  • Conduct security briefings and debriefings
  • Oversee facility design for new program areas
  • Manage the intrusion detection system (IDS) infrastructure, access controls and maintenance activities.
  • Issue and manage alarms response process with contracted vendor group and local security team 
  • Recommend classified facility options and execute facility growth plan based on business needs
  • Maintain and track Arlington, VA personnel security and compliance training requirements
  • Assist the CSO, the Insider Threat Program Senior Official (ITPSO) and each FSO in ensuring that insider threat awareness is addressed
  • Track all Arlington, VA Classified Information System Approvals to Operate (ATO); ensure timely submission  
  • COMSEC Program oversight and compliance management
  • Coordination of incident response details with a formal notification to Government as an Administrative Inquiry
  • Manage site specific DD254
  • Manage contract close outs, disposition for classified contracts, their holdings and information systems
  • Responsible for weekly and quarterly security engagements with the Senior Management Official (SMO) and CEO
  • Provide leadership role to the Security professionals within the local industrial program
Minimum Required Qualifications:
  • Bachelor’s degree in a relevant field (or equivalent)
  • 8+ years’ experience preferably in a security position for the government or government contractor (e.g. FSO or Assistant FSO, CPSO, ISSM).
Required Skills:
  • Understanding successful Risk Management versus compliance requirements to enable mission success
  • Attention to detail as it pertains to record keeping and interactions with Government representatives
  • Experience managing multi-facility operations, ensuring consistency and efficiency across locations
  • Experience standing up new facility spaces, from planning and design to execution and operational readiness
  • Demonstrated management experience including mentorship and/or leading a team
  • Ability to effectively communicate with senior leadership
  • Ability to travel up to 10% 
Preferred Skills:
  • COMSEC keying process
  • Experience with SIMS software
  • eMass experience
  • Experience with information systems and familiarity partnering with the ISSM
