Background Information:
Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems for the US Department of Defense (DOD) and commercial customers, is seeking an experienced Engineering Program Manager to be based in our Arlington, VA office. You will work with senior leadership and a fast-paced team of mission-focused engineers to solve some of our customer’s toughest challenges. Initiative, creativity, reliability, and efficient teamwork will be required to succeed in this dynamic customer space.
 
Overview: 
The Program Manager will lead multiple customer-focused programs in our Advanced Capabilities business area. Project areas include real-time automated test and analysis, virtual compute environments, machine learning based data analytics, cybersecurity, backfit and forward fit tactical solutions. The Program Manager will be responsible for the delivery of on-time and on-budget solutions which meet or exceed customer expectations. They will be an internal and external customer interface, lead a multi-disciplined engineering team and be responsible for maintaining schedule and cost objectives for each project. In addition, the Program Manager will ensure the logical and systematic conversion of customer requirements into solutions that account for technical, schedule and cost constraints.

Responsibilities Include:  
  • Lead the management and execution of multiple programs
  • Understanding of Agile management workflow and process
  • Serve as primary internal and external customer interface
  • Schedule and track deliverables and project costs
  • Develop IMS, POAMs, and staffing plans
  • Perform all aspects of Earned Value Management
  • Lead and coordinate a multi-disciplined engineering team assigned to each program
  • Evaluate program status to ensure progress is being accomplished toward specified program objectives and modify methodology as required to redirect activities to attain objectives
  • Ensure programs deliver solutions which meet all contractual requirements and customer expectations including technical performance, quality, and cost
  • Develop and execute on business, solution, and product strategy to ensure the growth and success of one or more programs
  • Apply thoughtful, data-driven analysis and technical judgment to recommend business decisions
  • Support proposal development and cost estimating for follow-on and new contracts
Minimum Required Qualifications:
  • 5+ Years of Experience in Program Management in the federal government sector
  • Bachelor’s Degree in relevant field
  • Project Management Professional (PMP) certification
Required Skills:
  • Experience managing DOD programs
  • Familiarity with DOD Systems and/or Software Engineering processes
  • Experience in proposal and cost estimation development
  • Experience managing projects across cross functional teams, building sustainable processes 
  • Versed in Earned Value Management
  • Ability to travel approximately 10%
Preferred Skills:
  • Experience managing US Navy and/or MDA contracts
  • Experience with DOD Small Business Innovation Research (SBIR) contracts or equivalent
  • Familiarity with CMMI Level 3+ processes
  • Understanding of US Navy and/or MDA platform-level tactical systems and software
  • Working knowledge of DOD cybersecurity goals and techniques
