Overview:
We are looking for an ICS Test & Integration Lead to drive the integration and test of software and hardware solutions delivered by multi-disciplinary teams to support the Integrated Combat System (ICS) customer. Serving as the Program Executive Office Integrated Warfare Systems (PEO IWS-X) ICS Test & Integration Lead, this leader will own the strategy, planning, execution, and analysis that transforms code and unit tests into shipboard, warfighter-ready capability. They will orchestrate multi-disciplinary teams across ICS contractors, Developmental Test (DT) sites, Fleet Forces, and Operational Test (OT) organizations to deliver objective, data-driven results at pace and scale.
This is a critical role leading the test & evaluation (T&E) teams advancing the Navy’s future surface combatant—shaping how next-generation ICS capability is verified, validated, and delivered from lab to sea. The ideal candidate is systems-minded and equally strategic and hands-on; they align stakeholders, anticipate risk, compress timelines, and measure what matters to elevate reliability, performance, and readiness. Their leadership will directly accelerate mission-critical capability to the Fleet.

Responsibilities Include:
- Interact with customers to provide decision making information
- Interact with other government agencies to align schedules and priorities
- Evaluation of test strategies, plans, tooling, and results
- Report of readiness for, and results of test activities
- Review test infrastructure status and needs and recommend needed updates
- Coordinate test and integration activities at IWS-X Forge, Lockheed Martin Moorestown, NJ, CSEDS, Wallops Island, VA, and fleet concentration areas.
- Conduct technical review presentations for customer review and feedback
Minimum Required Qualifications:
- Minimum 15 years’ experience in combat system engineering or equivalent full-time professional experience
- B.S. in software engineering, computer science, or related field
Required skills:
- Strong verbal and written communication capability, to include presentation to internal and external stakeholders
- Project management skill to include cost, schedule, and technical performance estimating and measurement
- Ability to communicate test strategy, wide scope vision, plan, and scope to executive and Navy leadership
- Experience with SSDS and Aegis Combat Systems
- Experience with test and evaluation of complex software systems
- Requirements elicitation, management, tracking, and auditing
- Ability to work on-site in Arlington, VA facility and travel to customer sites 50% of the time
Preferred skills:
- Earned Value Management (EVM) project execution and adjustments
- Hands-on experience supporting in-port or at-sea testing events, such as Integration, Light-Off, Sea Trials, SOVT, or CSSQT (experience with any of these is valuable).
- Understanding of software testing levels — including Unit, Integration, Interface, System, Acceptance, and Regression — and familiarity with methods typically applied to each.
- Knowledge of industry-standard automated testing tools and best practices.
- Familiarity with Combat System Technical Performance Measures (TPMs).
- Master’s degree in Engineering or another technical field
