Program Manager

Horizon Industries Limited (HIL) is a dynamic IT and Management Consulting firm based in the Washington, DC area. We are currently seeking a Program Manager for a full-time position supporting the Defense Logistics Agency (DLA).

Job Description:

The purpose of the Industrial Capability Program (ICP) and Warstopper Program is to support the Warfighter by identifying and mitigating industrial base issues within the resources and authority available. The ICP Program Manager ensures the ICP complies with the governing statutory and regulatory requirements through program integrity and strategic program growth. Warfighter readiness is improved through industrial preparedness by integrating the industrial capability program in the acquisition process of DLA. The Warstopper program can provide government investments to help ensure readiness and maintain the stability of the industrial base.


This effort shall provide program support to include financial, ICP management tool, documentation, administrative, and information technology support, industrial capability yearly reporting support, and industrial capability risk analysis reports for the Defense Logistics Agency (DLA) Industrial Capability Program (ICP) and Warstopper Program.



Required Skills / Experience:

  • 12 years professional experience with at least five years of experience working with federal clients or having been a civil servant employee or in the military. Minimum of five years of experience supporting DLA Industrial Capability Program.
    • Functional Expertise: Minimum 2 years of experience as engineer or manager within a manufacturing or production organization or 2 years’ experience as a Government program manager for a program with a yearly budget over $10 million or previous 2 years’ experience Government consulting program management experience.
    • Technical Expertise: Program Management and Supply Chain Management Practices
  • Must possess active Secret and IT-II security investigation or have a current National Agency Check with Local Agency Check and Credit Check (NACLC)
  • Certification required: Program Management Certification from a recognized source such as the Project Management Institute (PMI) or a recognized supply chain management certification such as American Production and Inventory Control Society (APICS) or having obtained any DAWIA Level III certification during a federal acquisition career.


Education: Bachelors and Masters from an accredited university with minimum one degree coming from a business school or a technical or science field
