Business Development & Capture Manager
The BD & Capture Manager is a leader in the strategy, management, and execution of HighPoint’s BD lifecycle across Federal and Commercial portfolios, driving the sales pipeline development, customer relationship, and development of compliant, compelling, and winning submissions aligned to corporate growth objectives. This role provides leadership and oversight for BD, Capture, and proposal support, ensuring alignment between capture strategy, technical solutions, pricing, and delivery capabilities across HighPoint’s core service offerings: Contact Center Optimization and Customer Experience, Agile Application Development, Digital Innovation, Data Services, Learning Management and Training, Grants Management, and CMMC Consulting Services.
JOB RESPONSIBILITIES:
- Lead and oversee end-to-end proposal development activities, including capture activities, RFI/RFP shaping, compliance strategy, content development, reviews, and final submission
- Translate capture strategies and win themes into integrated, evaluator-aligned proposal responses across technical, management, and past performance volumes
- Direct cross-functional proposal teams, including solution architects, SMEs, pricing, and partners, to ensure cohesive and compelling submissions
- Establish and enforce proposal governance processes, including compliance matrices, content plans, storyboards, schedules, and color team reviews (Pink/Red/Gold)
- Ensure all proposal content clearly articulates HighPoint’s differentiated value across core service areas:
- Contact Center Optimization, CX, and Journey Mapping
- Agile Application Development and Extreme Programming
- Digital Innovation
- Data Services
- Learning Management and Training Development
- Grants Management and Training
- CMMC Consulting Services
- Drive proposal quality through rigorous reviews, continuous improvement, and the application of best practices to strengthen competitiveness and evaluator scoring
- Provide executive-level briefings, deal reviews, and recommendations to leadership on bid strategy, readiness, and positioning
- Oversee the development and maintenance of proposal assets, including past performance libraries, resumes, boilerplate content, and reusable artifacts
- Expand customer base and penetrate additional Federal Government and Commercial markets including our current base of HHS, CMS, FOH, DHS ICE, Treasury CFTC & OCC, DLA, DoS, FBI, GPO
KNOWLEDGE AND SKILLS REQUIREMENTS:
- Deep expertise in the federal and/or commercial proposal lifecycle, including capture integration, compliance strategy, and submission execution
- Proven ability to lead large, complex proposals and manage multiple concurrent pursuits under tight deadlines
- Strong understanding of evaluation frameworks (Section L/M) and ability to position responses for maximum scoring advantage
- Ability to align technical solutions and messaging with client mission needs and procurement objectives
- Advanced writing, editing, and storytelling capabilities for executive summaries, technical volumes, and management approaches
- Demonstrated familiarity with HighPoint’s solution domains and the ability to position capabilities across core offerings
- Strong leadership and collaboration skills with the ability to influence stakeholders across BD, capture, delivery, and executive teams.
- Experience implementing structured proposal methodologies (e.g., Shipley) and continuous process improvement.
- Ability to communicate effectively with government stakeholders, partners, and internal executives to drive aligned outcomes.
EDUCATION AND YEARS OF EXPERIENCE REQUIREMENTS:
- Bachelor’s degree or equivalent experience.
- 10+ years of experience in proposal development, capture support, and business development within Federal Government and Commercial sectors.
- Demonstrated success leading winning proposals or major competitive submissions.
- Strong familiarity with federal acquisition processes (FAR-based) and/or structured commercial sales cycles.
- Prior experience managing proposal teams or functions is highly preferred
