FUNCTION
The Finance Officer (FO) will be responsible for the day-to-day financial management, budgeting, accounting, and compliance of the SCALE–Sesame project. The position ensures transparent, efficient, and compliant management of project funds in accordance with Heifer International policies, procedures, and applicable donor requirements, thereby supporting timely, accountable, and effective project implementation.
RESPONSIBILIIES AND DELIVERABLES: (including approximate percentage effort)
A. Financial Management and Compliance Support for Donor Agreements (55%)
Financial Planning and Budgeting
- Prepare and monitor annual, bi-annual, quarterly, aand monthly project budgets and budget variance analyses.
- Track project expenditures against approved budgets and proactively flag significant variances.
- Provide financial inputs to project workplans, forecasts, and budget revisions as required.
- Timely and accurate monthly financial and budget monitoring reports.
Financial Operations and Accounting
- Maintain accurate, complete, and up-to-date project financial records and supporting documentation.
- Process payments, advances, settlements, and reimbursements in a timely and compliant manner.
- Ensure proper coding, authorization, and documentation of all project expenditures.
- Manage petty cash and perform bank and cash reconciliations, where applicable.
- Ensure timely liquidation and reconciliation of staff and partner advances.
- Fully reconciled and up-to-date project financial records.
Donor Compliance and Financial Reporting
- Ensure compliance with donor agreements and Heifer International financial policies and procedures.
- Prepare monthly financial statements and budget-versus-actual reports for project management and the Country Finance Team.
- Prepare draft half-yearly and final donor financial reports in coordination with the Project Manager and Country Finance Team.
- Maintain well-organized financial files and documentation to support audits, reviews, and donor monitoring visits.
- Timely and accurate financial inputs for donor reporting and project reviews.
Procurement and Asset Accountability
- Review procurement and payment documentation to ensure financial compliance with Heifer International procurement standards, policies, approved budgets, and donor requirements.
- Maintain financial records related to procurement processes, contracts, and vendor payments in accordance with Heifer International procurement standards.
- Support asset tracking, inventory management, tagging, and handover documentation in line with Heifer International policies and procedures.
- Complete and well-documented audit trails for all project expenditures, ensuring alignment with Heifer International procurement and financial compliance standards.
B. Ensure Regulatory Compliance and Financial Reporting Across Country Offices (40%)
Audit, Internal Controls, and Risk Management
- Support internal, external, and donor audits by providing accurate financial records and explanations.
- Ensure internal financial controls are consistently applied at the project level.
- Identify, escalate, and help mitigate financial risks, control gaps, or compliance issues.
Coordination and Capacity Support
- Work closely with project and field staff to promote sound financial management and discipline.
- Provide guidance to project staff on financial procedures, documentation requirements, and compliance standards.
- Coordinate regularly with the Country Finance Team to ensure alignment, reporting accuracy, and timely submissions.
- Perform other finance- and project-related duties as assigned by the Project Manager or Country Finance Director, consistent with the scope and responsibilities of the position.
May perform other job-related duties as assigned (5%)
QUALIFICATIONS AND SKILLS:
- Bachelor’s degree in Accounting, Management Accounting, Business Administration, or related field, plus three (3) years of relevant experience.
- Experience in a donor-funded development environment with compliance requirements of institutional funders. Project management experience, with project management certification a plus.
- Knowledge of the NGO business sector; Knowledge of institutional funders for international development.
- Sound knowledge of budgeting, accounting principles, and internal financial controls.
- Ability to navigate financial and non-financial data gathering and analytics; technically adept with ability to quickly learn and maximize usage of technology and software.
- Practical knowledge of the local country generally accepted accounting principles and fiscal statutes.
- Proficiency in MS Excel and experience with accounting or financial management systems/ERPs.
- Time management and ability to prioritize multiple tasks.
- Self-motivated person able to work without close supervision.
- Good leadership qualities and communication skills.
- Ability to work under pressure to meet the deadlines.
- Fluency in English and Bangla - both spoken and written.
