ROLE FUNCTION
The Resource Mobilization Senior Manager is a vital member of the Heifer USA team. Reporting to the Sr. Country Director, this role drives and coordinates Heifer USA’s institutional resource mobilization in the United States. This role builds and manages a high-quality pipeline of grant opportunities; leads the end-to-end process from capture and concept development to proposal submission and post-award handoff, ensuring seamless integration into program delivery; and stewards’ relationships with partners and funders to grow sustainable revenue for HUSA’s mission and portfolio.

The position leverages and strengthens the HUSA team by partnering closely with the HUSA Shared Leadership Team, Programs, Finance, MELS, Communications, and Regional/Global Resource Mobilization colleagues. This collaboration is designed to amplify collective intelligence, ensure strategic alignment, and guarantee compliant submissions and timely reporting, thereby enhancing the entire organization's capacity and reach.

RESPONSIBILITIES
New Proposal Leadership Development & Submission (40%)
- Manage proposal development processes from start to submission. Identify and form proposal teams. Develop proposal workplans, timelines, roles, and compliance checklists in compliance with new project design guidelines in collaboration with regional and global teams
- Draft/edit narratives; coordinate MERL, budget inputs with Finance, and internal approvals
- Ensure on-time, compliant submissions across portals; maintain clean records
- Keep updated information about new funding opportunities pipelines in Heifer Systems/platforms.
Resources Mobilization Strategy & Pipeline Development (30%)
- Build and manage a rolling pipeline (stages, probabilities, deadlines) and brief the HUSA Shared Leadership Team on a regular basis and in coordination with the Regional and Global Resource Mobilization Teams.
- Scan and prioritize U.S. public, corporate, and foundation grant opportunities.

- Orchestrate structured handover to Programs/Grants/Finance with clear deliverables.
- Confirm donor requirements, reporting calendars, branding, and subaward onboarding.
- Support early start-ups to align scope, budget, and compliance expectations, and legal requirements.
- Assess strategic fit, competitiveness, eligibility, and resourcing for partners
HUSA Positioning & Partnerships (20%)
- Develop a growing knowledge of the work of Heifer USA regarding the issues of hunger and poverty, community development, and environmentally sound, sustainable farming practices. Demonstrate conversant knowledge in the mission and programs and be able to articulately respond to donor questions.
- Identify and cultivate relationships with funders and key partners; schedule touchpoints and visits
- Nurture and cultivate partnerships and relationships with current and prospective donors through engagement opportunities and stewardship.
- Lead pre-solicitation capture: requirements, teaming, compliance, and win themes.
- Prepare tailored capability statements, past performance, and concept notes.
- Represent Heifer USA at events and conferences.
Donor Stewardship, Reporting & Continuous Improvement (10%)
- In close collaboration with project staff, coordinate updates, site visits, and relationship management with funders.
- Support high-quality narrative reporting and outcome learning with MERL.
- Champion CRM/pipeline hygiene, templates, and light training to strengthen internal practice.
- May perform other duties as assigned.
Minimum Requirements:
- Bachelor’s degree in a relevant field (e.g., nonprofit management, public administration, agriculture/food systems, business, economics, or related), or a combination of education and experience can be considered.
- Minimum of 8 years of demonstrable success in institutional fundraising/grants/proposal development (government, corporate, and/or private/family foundations).
- Minimum of 4 years in a management role, focusing on leading projects and staff.
- Proven experience leading and writing winning proposals, coordinating cross-functional teams, and meeting tight deadlines. At least 5 years of hands-on proposal development experience.
- Excellent writing, editing, and communication skills; strong organization and project/proposal management skills.
Preferred Requirements:
- Master’s degree in a relevant field.
- Direct experience with a variety of donors, including government, private foundations, HNWIs, and others.
- Experience with cooperative development, regenerative agriculture, value chains/market access, or rural small business development.
- Familiarity with grant compliance, budget development, and subaward management.
- Experience building and managing consortia and partnerships.
- Bilingual English / Spanish is a plus.
Most Critical Proficiencies:
- Capture & Strategy: Market scanning, fit analysis, positioning, and relationship cultivation.
- Proposal Leadership: End-to-end proposal management; persuasive narrative development; compliance and risk awareness.
- Financial Acumen: Budget inputs, cost narratives, and coordination with Finance for compliant, funder-aligned budgets.
- MERL & Learning: Integrating outcomes, indicators, and learning agendas into concepts and proposals.
- Partnership Management: Vetting partners, drafting teaming agreements/MOUs/partner agreements/contracts, coordinating roles and deliverables.
- Collaboration & Communication: Facilitating cross-functional teams; translating program designs into clear, funder-ready language.
- Systems & Tools: CRM/pipeline tracking, grant portals (e.g., grants.gov), and document/version control best practices.
- Equity & Community-Driven Development: Commitment to values-based, locally led, inclusive approaches aligned with Heifer’s mission
Essential Job Functions and Physical Demands:
- May require working in front of a computer for extended periods of time.
- May require extended periods of time sitting or moving in outdoor conditions.
- Ability to lift and carry up to 20 pounds (9 kilograms).
- Ability to travel to Perryville, AR frequently as needed.
- Ability to work independently and perform multiple tasks with minimal supervision.
- Ability to create and proofread documents in a well-designed and attractive format with impeccable attention to detail.
- May require domestic travel to events and conferences.
- Proven ability to consistently meet deadlines.
- Ability to use all standard office equipment.
- Ability to use MS Office and Google Works, as well as other programs for client / proposal management.

Salary Information:
The salary range for this position is $96,799 to $115,000 annually. Placement within the range will be based on the experience and competency level of the candidate.
