FUNCTION:
The Accounting Officer will support the f accounting function of the country program office, The position focuses on maintaining proper accounting records and supporting effective financial management in accordance with organizational policies, applicable laws, and accounting standards and contributing to timely financial reporting to HQ and other donor agency. The Accounting Officer will promote the process improvement, digital financing adaptation, data driven decision- Making, strengthened internal to enhance efficiency, accountability, and organizational effectiveness. The position will also play a key role in ensuring financial integrity, facilitating audits and tax compliance, and supporting the country's strategic goals through continuous improvement initiatives.
RESPONSIBILITIES AND DELIVERABLES: (including approximate percentage effort)
Finance/Accounting Support (85%)
- Record financial transactions in Agresso, ensuring bills and supporting documents are properly verified and attached.
- Process staff advance payments and vendor payments promptly.
- Prepare monthly bank reconciliation statements in Agresso and Bank, iPlay.
- Ensure all financial transactions and supporting documents are scanned and archived in Agresso.
- Process budget releases to partner NGOs after verifying fund availability in Heifer’s bank account.
- Process reimbursement requests from HQ for Asia-related activities and reconcile reimbursements periodically.
- Deduct and deposit applicable taxes on time; complete monthly E-TDS filings in compliance with government regulations.
- Maintain accurate accounting records and support internal/external audit requirements.
- Ensure expenditures are charged to the correct budget code as listed in the approved DIP before entering them into Agresso.
- Conduct periodic reconciliation of vendor transactions and balances, identify and resolve discrepancies, and coordinate with vendors to ensure accurate and timely settlement of outstanding amount.
- Support month-end and year-end closing activities.
- Contribute to developing and implementing measures to minimize or avoid audit issues.
Capacity Building, Diligence, and Other Duties (10%)
- Coordinate and support the Associate Finance Officer and Admin Assistant in Agresso processes.
- Collaborate with regional office finance teams to ensure smooth operations in Agresso.
- Support in capacity-building training for Heifer staff and local NGOs on financial management, taxation laws, compliance, mentoring, and coaching.
- Provide support to the Program Finance and Accounting Unit as assigned.
Perform other job-related duties as assigned (5%)
Qualifications and Skills
- Bachelor’s degree (or equivalent) in Business Administration, Business Studies, or related field from a recognized university.
- Minimum of three (3) years of relevant experience in accounting/finance.
- Practical knowledge of accounting principles and practices, with strong understanding of Generally Accepted Accounting Principles (GAAP).
- Strong analytical skills with ability to interpret financial reports.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and virtual collaboration tools Fluency in English and Nepali, both spoken and written.
