Heifer International in Uganda and MasterCard Foundation under its program Young Africa Works and Consortium of partners; Enhancing University responsiveness to Agribusiness Development (CURAD), The Federation of Small & Medium Enterprises (FSME), Financial Sector Deepening Uganda (FSDU) and ASIGMA group are implementing a 5-year project that seeks to improve the socio-economic well-being and resilience of young people in the Busoga sub-region by 2029. The project aims to reach 250,000 young people between the ages of 16 and 35, with 70% being females and 3% being youth with disabilities.
It is for these reasons Heifer Uganda is looking for a dynamic, flexible and results-focused People (HR) Manager. The position holder will support Heifer’s strategic objectives by managing the People Function for the SAYE Project Uganda as well manage resources within the consortium.  
  
The Role  
   
Reporting Directly to the Heifer Uganda People Director with a matrix reporting relationship to the SAYE Project Director, the position holder will actively engage in Human Resource business strategy development and contextualization, assist business and senior management to identify emerging people issues, and support organizational change processes as well as broker Human Resource solutions for country programmatic impact. The role will further develop and coordinate the implementation of the people strategy for Heifer Uganda SAYE Project in line with the business and people strategies.  
   
The role will foster a customer service culture, coordinate with external and internal customers of the Human Resource function and deliver Human Resource services per expected standards. Therefore, the role will also provide operational leadership in performance management, talent management, recruitment, reward, health and safety, learning and development, organizational development, and Human Resource business processes.   
   
The Person  
   
 You are a university graduate with significant Human Resource training and 8-10 years of experience, 5 of which will be in managing HR functions in a dynamic organization. To meet the diverse needs of this role, you will have strategic solid Human Resource operations understanding, customer service orientation, flexibility, the ability to prioritize competing demands, good project management, and interpersonal skills backed with the ability to work within a team and autonomously.  You will have good computer skills and previous experience developing teams and working with senior leaders. Knowledge of legal employment obligations in line with the Uganda's national labor law will be an added advantage. Experience working in an International/Multinational private sector, NGO, and/or governmental environment will be an added advantage.  
 
Responsibilities & Deliverables

A. People Strategy (20%) 

  • Develop and monitor overall Human Resource strategies, systems, and tactics to respond to projects needs while aligning with regional and global People Strategies and objectives.   
  • Strive to achieve global, regional, and country People Objectives relevant to the country. 

B. Recruitment Talent Acquisition (20%)  

  • Work with country director and other stakeholders to assess talent needs for all Heifer Projects being implemented in Uganda.  
  • Manage full cycle including posting, interviews, checking references, background screening, contracting, and onboarding while staying in compliance with Recruitment Policy and SOP.   
  • Manage Recruitment process documentation and recruitment database and reporting.  

C. Employee Engagement and Relations (20%)  

  • Ensure legal compliance throughout human resource management processes and guidelines.
  • Maintain high-quality Human Resource records and systems. Keep local and global Human Resources Information System (HRIS) up to date. 
  • Produce timely and high-quality reports on significant personnel changes, department objectives, and global KPIs. Keep secure human resource records and maintain confidentiality. 
  • Help the Regional Human Resource representative to complete timely internal Human Resource Audits.
  • Bridge management and employee relations by addressing demands, grievances, or other issues.
  • Work closely with the Regional Human Resource team to facilitate Diversity Inclusion initiatives.
  • Oversee and manage a performance appraisal system that drives high performance. 

D. Compensation Management (20%) 

  • Participate in compensation reviews and benchmarking and work closely with the Regional People team.
  • Drives internal equity by following the applicable compensation policies and advising management on compensation levels based on internal equity and external competitiveness analysis.
  • Maintain and work with regional and global team pay plans and benefits programs.

E. Learning & Development (15%) 

  • Identify in-country training needs, plan, manage and coordinate the delivery of learning solutions across the business, ensuring the completion of the training plan, including the Organization's mandatory training.
  • Provide advice and coaching to line managers in the country according to established Human Resource policies and procedures to enable people management topics.

F. Any Other Assigned Function (5%) 

  • Any other assignments, tasks and KPIs that may be assigned from time to time.
Minimum Requirements
  • Bachelor’s degree in human resources, Business, or a related field. Continued Human Resource education/certification is a significant plus. 
  • Proven 8-10 years’ experience, 5 of which will be in managing Human Resource functions in a dynamic organization.
Preferred Requirements 
  • Previous experience with an International NGO is highly valued.
  • Comfortable learning new technologies and Human Resources systems. Previous experience with Human Resources Information System (HRIS).
  • Experience in implementing strategy, meeting objectives, and working within a matrix structure.
  • Excellent influence skills, team management, active listening, negotiation, and presentation skills.
  • Competence to build and effectively manage interpersonal relationships at all levels of the company.
  • In-depth knowledge of Uganda Labor Law.
  • CIPD, SHRP and any other local relevant certification.
