 FUNCTION: 

This position will provide technical support to strengthen monitoring, evaluation, learning and systems (MELS) of projects initiatives. S/he will be responsible for project management, system strengthening, capacity building of project staff, evidence, learning and adaptation and reporting findings to key stakeholders. This position requires more than 50% field work for capacity building of field staff and ensuring accuracy of reported data/figures by the project team.

 RESPONSIBILITIES AND DELIVERABLES: (including approximate percentage effort)

Monitoring, Reporting and Documentation (40%)

  • Provide technical assistance to the MELS and project teams to support the effective implementation of digital output-reporting platforms, including web-based and mobile applications.
  • Conduct routine data quality assessments and monitor project performance on a semi-annual basis. Implement quality assurance protocols to ensure the accuracy, reliability, and consistency of collected data.
  • Coordinate with technical service providers to update the MELS reporting platform and promptly resolve related technical issues.
  • Design survey forms using digital data-collection tools such as SurveyCTO and ODK. Facilitate survey implementation in accordance with established methodologies and support the appropriate analysis of collected data.

 Capacity Building of Project Partners (25%)

  • Strengthen the capacity of project partners to effectively implement the project’s monitoring and evaluation (M&E) system.
  • Support the development of project Key Performance Indicators (KPIs) and milestones, ensuring they are regularly monitored, reviewed, and updated.
  • Coordinate with the field program team to develop project implementation guidelines, tools, templates, and policies.
  • Conduct workshops and training sessions to strengthen the knowledge and skills of project partners and field staff in MELS practices. 

 Project Management (20%)

  • Facilitate preparing Letters of Agreement (LOAs), Memorandums of Understanding (MoU), amendments, and annual detailed implementation plans of sub-awards in a timely and accurate manner.
  • Ensure timely adherence to all Heifer procedures and relevant government compliance requirements.
  • Work closely with Project Holders and program teams on project design and budgeting processes, ensuring that MELS components are integrated effectively.
  • Serve as the focal person for the Project Management Information System (PMIS), ensuring that databases and reports are accurate, well-organized, and properly maintained. Ensure timely data uploads to the organization’s information systems and provide technical support for data analysis to inform project decision-making.

 Reporting (10%)

  • Prepare periodic project reports in a standard format and ensure their quality. This includes progress reports, leveraged resources, reports to LGs and SWCs, in addition to technical reports of assessments and studies.
  • Ensure the accuracy, timeliness, completeness, and quality of all project data and reports.
  • Coordinate with the finance team on reporting and budget planning, ensuring alignment between financial and MELS reporting.
  • Track physical and financial project progress against the annual plan.
  • Provide technical support in preparation of PA, coordinate with SWC for evaluation studies and ensure the timely submission of quality reports.

 Perform other job-related duties as assigned (5%)

 QUALIFICATIONS AND SKILLS: 

  • Bachelor’s degree in Development Studies, Business Administration, Economics or any other social science related field, plus a minimum of four (4) years of relevant experience in a similar position
  • Master’s degree in a relevant area is preferred
  • Knowledge and understanding of project monitoring and evaluation and its process
  • Understanding of current M&E trends and especially M&E systems in development organisations
  • Good analytical skills and ability to verify information
  • Experiences in Project Management Standards such as (PMP, PMD Pro. etc.)
  • Effective operation of digital data management tools
  • Skilled in data collection and management
  • Possess sound analytical and research skills
  • Good command over report writing in English
  • Time management and ability to prioritise multiple tasks
  • Excellent computer knowledge and skills on MS Excel, PowerBI
  • Intermediate level knowledge and skills on SPSS, STATA or any data management and analysis software
