Job Description/Summary
The Mid-Senior/Senior Estimator is responsible for evaluating scope of work, performing quantity takeoffs, attending site visits, developing and nourishing relationships with new and preferred Subcontractors, and preparing detailed cost estimates for construction projects. Typical scope of work includes earthwork, civil, demolition, foundation, structural, architectural, fire protection, plumbing, mechanical, process mechanical and pipe work, electrical, marine construction, and fuels construction. This position requires site visits around the country and overseas. This individual will be responsible for working with project engineers, project administrators and schedulers, within the preconstruction group. This individual will also assist with the buyout process, procurement of subcontractors and vendors, attend meetings (both pre-con and onsite), and help with change orders proposals preparation.
Duties and Responsibilities
- Prepare and assist with construction cost estimates by analyzing conceptual and/or developed design drawings, and specifications, identifying project scope of work to establish complete subcontractor cost.
- Interact with architects, engineers, and Subcontractors to understand and incorporate project objectives, bases of design, schedules, identify long-lead duration items, permits, costs, and other items needed for the success of the project.
- Perform bid walks and attend pre-bid meetings.
- Consult with clients, vendors, subcontractors, and in-house personnel to discuss and formulate estimates and resolve pre-bid scope of work (SOW) issues.
- Itemize trade specific scopes and prepare bid packages in concert with project managers.
- Develop scopes of work for lower tier suppliers and subcontractors to price for inclusion in overall estimate.
- Develop subcontract, supplier and vendor interest in projects and manage the subcontractor RFP process.
- Nourish relationships with subcontractors and vendors to ensure competitive pricing is received for each SOW.
- Performing quantity take-offs and preparing detailed internal estimates.
- Qualify, review and analyze subcontractor and vendor proposals according to project specifics and ensure that all required SOWs are covered in the bid, and that any exclusions are addressed.
- Identify all subcontractor scope gaps and identify risk issues.
- Develop and communicate RFI’s to the assigned proposal manager for submission to the government contracting officer.
- Define clarifications and exclusions for an estimate
- Review estimates with Estimating manager and Upper Construction Management to ensure accuracy and completeness prior to submission.
- Provide technical support with contract negotiations and change orders as needed.
- Work closely with estimating, project management, and proposal teams.
- May perform other job-related duties as assigned.
- The Estimator will not directly oversee or supervise other employees.
Minimum Qualifications

- Minimum ten (10) years of field and office estimating/project management experience or bachelor’s degree in engineering/architecture studies/construction management or an equivalent combination.
- Multi-craft experience in all construction areas, including civil, mechanical, piping, structural, and electrical.
- Federal task order and estimating experience is desirable.
- Proficient in MS Office. Must have knowledge of On-Screen Takeoff software, Procore, RS means online, Adobe, Bluebeam, and Building Connected online app.
- Ability to learn and understand new software and enterprise systems quickly.
- Must possess strong communication skills with the ability to communicate with various levels of management, team members, clients and vendors.
- Strong analytical skills and problem-solving ability required, including the ability to identify problems and recommend workable solutions.
- Attention to details, self-motivation, and organizational skills are must.
- Ability to work with different departments and cross-functional teams.
- Ability to plan, coordinate and manage multiple priorities and changing schedules.
