Job Description:
GSI is seeking a Construction Manager to provide comprehensive program management support for a portfolio of 50+projects focusing on schedule integration, performance tracking, and acquisition optimization.
We are seeking a Construction Manager who is versatile, experienced leading teams and who have exceptional communication, analytical and management skills. In this role you will be responsible for overseeing all on-site activities and providing regular updates to the Contracting Officer regarding adherence to work plans, schedules, and safety regulations.
What You'll Be Doing:
The Construction Manager will work on behalf of GSI and the client with responsibilities including:
- Acts as the representative of GSI with the client, subcontractors and suppliers during the project execution. Represents the client in negotiations with regulatory agencies and in public meetings.
- Identifies needs for change order management; provides performance data for contractor performance review; provides site-related data for claims resolution; implements mitigation strategies on-site for risk mitigation.
- Attends joint site meets to discuss progress, address concerns, and ensure alignment.
- Provide expertise in invoice reviews, contract negotiations, problem solving, and document review.
- Oversees establishment of the Construction Management Plan, Site Specific Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Inspection – The selected candidate will have experience in and will be expected to supervise inspectors on assigned projects.
- Procurement - Prepare purchase requisitions and procure items necessary for the operation of the field office.
- Supervise the work of subcontractors.
- Coordinates the drafting of requisitions, subcontract scopes of work, amendments, and task orders.
- Review and approve subcontractor safety plans and quality control plans.
- Ensure the subcontract files are maintained with current insurance certificates and correspondence. Monitor subcontractor expenses versus budget. Prepare draft amendments.
- Ensure the prime contract file is maintained current with insurance certificates and correspondence.
- Prepares and negotiates changes to the scope of work with the client and key subcontractors.
- Works to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes.
- Cost Engineering - Supervise the preparation of the client's monthly construction progress report and the client's contract status report.
- Prepare WBS, budgets and forecasts.
- Prepare monthly safety self-assessments.
- Review and approve subcontractor invoices.
- Prepare quarterly construction management reports and coordinate meetings.
- Establish the QA/QC Plan including development of the inspection & test plan.
- Establish safety and emergency procedures. Inspect the construction site weekly with the contractor's safety representative.
What Required Skills You'll Bring:
- Bachelor's degree in Construction Management, Civil Engineering or a construction related field.
- Prefer 10 years of construction management experience with related projects.
- Prior experience in overseeing and managing the construction of major capital improvement projects.
What Desired Skills You'll Bring:
- Familiarity with government construction projects, preferably with US Coast Guard.
- Must have soft skills to engage with difficult customers and command officials to resolve on-site issues independently.
Security Clearance Requirement:
This position at a minimum shall have a favorable fingerprint check and have the minimum tier 1 investigation initiated and completed to obtain a DoD Common Access Card (CAC).
Location:
South Padre Island, TX
Mix of on-site work and telework, with the expectation that the personnel will be in person the majority of the time, at least 75%.
Salary Range:
$125,000-$145,000 annually – dependent on direct relevant experience
