Cultural Resources Compliance Specialist
Description
- Provide program support to the ARNG on implementation of its Cultural Resources program in accordance with the American Indian Religious Freedom Act (42 USC 1996), Executive Orders 13007 (Indian Sacred Sites) and 13175 (Consultation and Coordination with Indian Tribal Governments), Archeological Resources Protection Act (16 USC 470aa), Curation of Artifacts (36 CFR 79), National Historic Preservation Act (54 USC 100101), the Native American Graves Protection and Repatriation Act (25 USC 3001 et seq), and the Army Program Comment for Warfighting Readiness and Infrastructure dated 3 April 2026.
Tasks
- Conduct technical reviews of draft documents (e.g.: Cultural Resource Management Plans, Programmatic Agreements) submitted by the States for consistency with ARNG standards.
- Manage and maintain records (e.g.: annual funding amounts, points of contact) for cultural resource programs on ARNG training sites.
- Conduct technical review of cultural resources program requirements (annual submittal) for consistency with ARNG standards.
- Review online database submissions of annual reporting requirements submitted by the States for technical sufficiency.
- Update ARNG work documents (e.g.: power point slides, word documents, excel sheets) for consistency and currentness as needed to reflect the ARNG operational environment.
- Participate in quarterly/annual meetings with the States to provide pertinent information of relevance to the ARNG operating environment (two meetings to be in person within the continental US).
- Prepare correspondence (e.g.: letters, memos) as necessary.
MINIMUM QUALIFICATIONS, SKILLS, AND EDUCATIONAL REQUIREMENTS
- United States citizen
- Bachelor’s degree (Archeology or equivalent scientific based) and 8-10+ years of experience.
- Experience with National Historic Preservation Act.
- Experience with Archeological Resources Protection Act.
- Experience with American Indian Religious Freedom Act.
- Detailed oriented with good analytical and financial skills a must.
- Proficiency in Microsoft Word, Excel, PowerPoint, and Teams.
- Be within commuting distance of ARNG Building in Arlington, VA.
- Ability to write, speak and interact clearly and professionally with a wide range of stakeholders.
- Can handle sensitive information with the highest degree of integrity and confidentiality.
- Extremely organized. Strong multi-tasking and time-management skills.
- Employee must be able to pass a background investigation and be able to secure a public trust certificate (Common Access Card).
- Travel is required but <10%.
The position requires 40 hours per week, Monday through Friday, during normal business hours 0700 – 1830. Position is hybrid with 75% remote / 25% onsite at the facilities at the ARNG G-9 HQ, Herbert R. Temple, Jr., Army National Guard Readiness Center (TARC), 111 South George Mason Drive, Arlington, VA 22204. Possible 100% remote for very well-qualified applicants.
