Job Description:
GSI is looking for a Cost Estimator (Construction) to join our team supporting our Federal client! In this role you will join a multi-disciplined program management team providing onsite support at the client office. Candidate must utilize established cost estimating methodologies and tools to provide accurate and reliable cost estimates for construction projects and be able to clearly document the assumptions, methodologies, and data sources used in developing each cost estimate. Candidate must be able to cost estimates in both initial planning stages and updated estimates throughout the project lifecycle, incorporating changes in scope, schedule, and market conditions.
What You'll Be Doing:
- Analyze designs, drawings, proposals, scopes of work, and/or specifications to determine cost projections, and develop comprehension budget cost estimates for complex buildings, MEP systems and infrastructure for a variety of facility types
- Assist in the development and preparation of detailed work breakdown structures (WBS) and construction logic for contracts, projects and elements of programs to support the development of estimate development and delivery.
- Prepare and summarize tasked estimates, including labor and material rates, equipment rates, productivity rates, efficiencies, and other resources and impacts that determine unit cost to be utilized for specific scope of work.
- Support client in the development of Internal Government Estimates and provide review and analysis of multiple construction contractor’s RFIs
- Utilize training in the prescribed estimating software and estimating tools necessary to perform quantity takeoffs, estimate calculations, bid item detail development, resource reports, and work activity definition.
- Obtain quotations by developing the necessary information to define the specification and scope of work for subcontractors, vendors, and suppliers to retrieve materials, equipment, and services pricing to be utilized in the development of estimates.
- Accumulate, classify, and document historical cost data from previously performed contract services delivered by the company for use in the development of future company estimates.
- Mobilize company resources, through liaison with cost estimating resources in other offices, new hires or specialty subcontractors to create project teams capable of completing effective, quality work.
What Required Skills You'll Bring:
- 10+ years of experience supporting multi-$M Federal client construction programs. Reviewing designs and developing cost estimates for Federal facilities and related infrastructure including: barracks, classroom/training facilities, marine docks, ship repair dry dock facilities, administrative buildings
- BS Degree in Engineering, Construction Management or related field (or equivalent construction related work experience)
- Aptitude to perform fundamental estimating activities typical to the engineering and construction industry, including a fundamental understanding of engineering drawings and specifications.
- Experience using typical cost estimation software/resources such as RS Means, Timberline, CostWorks
- Experience in the use of Building Information Modeling (BIM), such as Autodesk Revit
- Extensive knowledge of construction related processes, as well as a thorough knowledge of industry practices
- Must be a US Citizen and be able to pass any required federal background checks.
- Must have a valid driver’s license
What Desired Skills You'll Bring:
- Broad knowledge and experience reviewing designs and developing cost estimates for Federal facilities and related infrastructure including: barracks, classroom/training facilities, marine docks, ship repair dry dock facilities, administrative buildings
- Certification as a PMP with the Project Management Institute (PMI) or CCM with the Construction Management Association of America (CMAA)
- Working knowledge of scheduling software such as Primavera and Microsoft Project
- Past Experience with a Web Based Project Management Information System for Submittals and Quality Assurance reporting (such as Procore, Kahua, USACE RMS, NAVFAC eCMS and other software solutions)
- Developed soft skills working as part of a team with Federal clients
- Excellent written and oral communication skills.
Security Clearance Requirement:
This position at a minimum shall have a favorable fingerprint check and have the minimum tier 1 investigation initiated and completed to obtain a DoD Common Access Card (CAC).
Location:
Norfolk, VA - Mix of on-site work and telework, with the expectation that the personnel will be in person the majority of the time, at least 75%.
