Job Description

The Project Controls Engineer collects and analyzes data in order to track costs spent to date and estimate remaining costs required to manufacture a product, construct, or provide a service. He or she accurately tracks/summarizes the cost and schedule of projects and performs ongoing tracking of cost and schedule for current projects. This involves working with project budgets converting estimates into budgets and also transferring data to Project Controls Statements, working closely with the Accounting Department to track booked revenue matches with awarded contracts, monitor costs incurred to date, working closely with Operations staff to estimate costs to complete, and identifying and articulating potential problems to Project Managers, using advanced analytical tools such as earned value metrics, data trending and analysis reporting. Additionally, this position prepares overall project forecasts and cash flows for the business plan. The Project Controls Engineer is responsible for working with Project Managers/Project Teams to assess and address resource and cost-related risks during project life cycles and to complete all required steps to closeout a project.  The Project Controls Engineer is also responsible for scheduling and hosting monthly financial review meetings with operations teams and senior executives. 

In addition to the above, the Project Controls Engineer is responsible to assist Project Managers in forecasting remaining costs and revenue for projects by month using the cash flow projection worksheets. This will involve working closely with the operations project managers to get their draft projections input into the sheet, and then cross checking the projections against the project controls statements and cost loaded schedules in CMiC.

Project Controls Engineer is responsible to develop Work Breakdown Structure for baseline and SOV set up.  He/she must have working knowledge of Primavera P6 in order to develop and maintain routine project schedule requirements and/or basic Time Impact Analysis as needed.  Project Controls Engineer will prepare monthly billing deliverables according to the planned progress of cost loaded P6 Primavera schedule and ensure the Ops team submits timely progress billing for client’s approval.  In the event of change in conditions, Project Controls Engineers assists the Ops team with change management requirements which includes but are not limited to TIA preparation, gather and analyze data for pricing back-up, and provide schedule narrative related to the change of conditions.

This position includes, but is not limited to, the following:

  • Create Project Control Statements (PCS) for new projects.
  • Monthly updates of PCS for multiple divisions within the company.
  • Accurate cash flow projections for each project.
  • Coordinate and compile input from team members and various reports, including labor costs, subcontractor costs, and equipment/materials/ODC costs.
  • Ensure PCS reports present accurate financial data.
  • Provide PCSs to project managers, and assist them with troubleshooting or updating their individual PCSs.
  • Support senior staff in monthly financial projections and address questions/concerns in their PCS reports.
  • Coordinate and schedule PCS review meetings.
  • Create summary reports of all PCSs for presentation at the review meetings.
  • Participate in PCS review meetings and note any errors or opportunities for improvement on the PCS reports.
  • Evaluate a project’s cost effectiveness and profitability.
  • Recommend ways to make a project more cost effective or profitable.
  • Support Project Managers in performing specialized analyses of corrective action plans to determine the most effective means of addressing potential problems.
  • Responsible for preparing documentation in accordance with corporate guidelines for project financial review and approval.
  • Responsible for preparing documentation in support of the change control process and internal governance meetings throughout the project life cycle and with respect to the annual budgets for both Capital and Expense.
  • Collect, organize, and analyze bid information of past projects.
  • Assist with Project Cost Summaries by using and enhancing worksheets and information flow, test accuracy of data as it moves from source to worksheets, i.e., MS Dynamics or Primavera to PCS excel worksheets.  Troubleshoot problems related to worksheets and interdependent business tools.
  • Establish procedures and protocol for backing up and protecting data in Project Cost Summaries worksheets.


  • Interest in project management, construction management, project controls, scheduling and/or budgeting.
  • Willing to learn typical work breakdown structures for environmental and construction projects.
  • Interest in design, operating, logistics, or cost control function, directly supporting environmental/construction projects.
  • Must be proficient with various Microsoft Office software, especially Excel.
  • Basic knowledge of accounting principles, practices, standards, laws and regulations.
  • High attention to detail and accuracy.
  • Willing to learn new business system tools.
  • Strong organizational skills and ability to prioritize and meet multiple deadlines.
  • Ability to learn accounting processes and procedures.
  • Must have a strong work ethic.
  • Must be well organized and a self-starter.

  • Ability to perform mathematical computations such as percentages, fractions, addition, subtraction, multiplication and division quickly and accurately.


BS or BA degree in Business, Engineering, Construction Management, Mathematics or Science.  Must possess 1-4 years of work in related position and/or industry.
