This role will be focused on the recruiting processes during the business development phases for GRSi. The goal is to put GRSi at a competitive advantage where we can capture information regarding incumbent personnel as early as possible in order to impact the bid/no bid decision on proposals. This will include incumbent capture, competitive analysis, and building a database of knowledge for the company during the pre-proposal and proposal stages all the way through to proposal submission.  The specific duties of this position will include, but not be limited to, the following...
- Partner with the Capture and Proposal teams to assist with business pipeline efforts in identifying key talent for bids/proposals.
- Research and develop plans to identify talent at competitor companies, incumbents on current programs GRSi is bidding, and general research of the talent marketplace in which GRSi operates.
- Act as a liaison between the TA team and Proposal team during bidding process to ensure competitive information is accurate and continue to dig for additional information when gaps are identified during the process.
- Actively source talent and perform incumbent capture during the pre-RFP and RFP stages to meet the staffing plans, including the identification and recruiting of individuals for key roles.
- Utilize research tools and effective sourcing practices to identify talent.
- Set and lead update meetings with Capture, Proposal and other key teams on activity, intelligence gathered, and competitive analysis.
- Define, develop, and present reporting on findings and activities on a regular basis.
- Attend open houses, social/networking events, industry and recruiting events to build pipeline of contacts, gain industry knowledge and competitive analysis – these events may occur outside of normal business hours.
- Flexibility to work nights and weekends as necessary during RFP bidding process and other critical deliverables to meet deadlines and to accommodate candidate/incumbent discussions.
- Support active open requisitions within the broader TA team on an as needed basis.
- Assist with broader TA team projects and activities.

- Bachelor’s degree in Business Administration or Human Resources or related field, or an equivalent combination of education and experience
- 5+ years in full-life cycle recruiting or sourcing within the Federal contracting space.
- Experience in meeting time sensitive deadlines and driving processes.
- Experience developing and presenting sourcing, recruiting, and/or research metrics.
- Experience interacting and partnering with executive leadership.
- Ability to build and maintain trusted relationships with candidates as well as Capture and Proposal teams.

- Experience writing and/or editing proposal documents.
- Experience with applicant tracking systems, job boards, and other recruitment sourcing tools.
- Experience working directly with federal stakeholders.
- Experience developing and implementing strategic plans.
- Experience presenting TA strategic plans to individuals or groups at various levels and gaining buy-in on them.
