The HR Payroll Associate Director is a critical role within the HR Reward Team, responsible for the accurate and timely processing of payroll for all employees. This role requires a deep understanding of payroll regulations, tax laws (specifically individual income tax), and payroll systems. The ideal candidate will be a highly organized and detail-oriented individual with excellent communication and interpersonal skills, capable of effectively collaborating with internal stakeholders. Experience with internal audits is a significant advantage.

Key Responsibilities:

- Payroll Processing:
- Manage the end-to-end payroll process, ensuring accurate and timely payment of salaries, and benefits to all employees.
- Oversee the collection, verification, and input of payroll data, including new hires, terminations, salary changes, deductions, and benefits enrollments.
- Calculate and process all statutory deductions, including income tax, social security contributions, and other mandatory payments, ensuring compliance with local and national regulations.
- Reconcile payroll data with general ledger accounts and other financial records.
- Prepare and submit payroll reports to relevant government agencies and internal stakeholders.
- Manage year-end payroll processing, including the preparation and distribution of tax forms.
- Compliance and Regulations:
- Stay up-to-date on changes in payroll laws, regulations, and best practices, particularly concerning individual income tax policies.
- Ensure compliance with all applicable labor laws, tax regulations, and company policies related to payroll.
- Develop and maintain payroll policies and procedures to ensure accuracy, efficiency, and compliance.
- Manage payroll audits and respond to inquiries from regulatory agencies.
- Payroll System Management:
- Oversee the administration and maintenance of the company's payroll system.
- Troubleshoot payroll system issues and work with IT or external vendors to resolve problems.
- Identify opportunities to improve payroll system efficiency and effectiveness.
- Implement system upgrades and enhancements.
- Develop and deliver training to employees and managers on payroll-related processes and systems.
- Internal Communication and Coordination:
- Serve as the primary point of contact for employee payroll inquiries, providing timely and accurate information.
- Collaborate with HR colleagues, finance teams, and other departments to ensure seamless payroll processing.
- Communicate payroll-related information to employees in a clear and concise manner.
- Build and maintain strong working relationships with internal stakeholders.
- Internal Audit (Preferred):
- Participate in internal audits of payroll processes and controls.
- Identify and address any weaknesses in payroll controls.
- Develop and implement corrective action plans to improve payroll accuracy and compliance.
Role Requirements:
- Proven experience in payroll processing, demonstrating a strong understanding of payroll principles and practices.
- In-depth knowledge of payroll systems and software.
- Comprehensive understanding of individual income tax policies and regulations.
- Excellent communication and interpersonal skills, with the ability to effectively communicate with employees at all levels.
- Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
- Detail-oriented and accurate, with a commitment to quality.
- Ability to work independently and as part of a team.
- Experience with internal audits is a plus.
Desired Skills and Experiences:
- 5-10 years of experience in payroll management.
- Experience working in a large, complex organization with a multi-layered structure.
- Experience with Oracle.
- Bachelor's degree in Accounting, Finance, Human Resources, or a related field preferred.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
