We are seeking a Senior Construction Manager to provide leadership and oversight for large, complex heavy civil infrastructure projects including dams, pipelines, pump stations, tanks and reservoirs, levees, and groundwater wells. This role serves as the owner’s senior representative during construction, managing multiple projects and teams while ensuring safety, schedule, budget, quality, and regulatory compliance.
 
Essential Responsibilities & Duties 
  • Lead construction delivery of multiple major heavy civil capital projects from preconstruction through closeout.
  • Directly supervise and provide technical direction and mentorship to Construction Managers, Office Engineers, and Inspectors.
  • Oversee construction of pipelines, pump stations, tanks, dams, levees, and groundwater well facilities.
  • Ensure compliance with plans, specifications, permits, contracts, and applicable regulations.
  • Manage project schedules, cost controls, forecasts, and risk mitigation strategies.
  • Review and approve contractor pay applications, change orders, claims, and time extensions.
  • Enforce jobsite safety programs and environmental compliance requirements.
  • Coordinate with engineers, contractors, utilities, regulatory agencies, and stakeholders.
  • Provide comprehensive constructability reviews of plan and specifications.
  • Resolve complex construction issues, disputes, and unforeseen field conditions.
  • Provide executive‑level reporting on project status, risks, and performance.
  • Oversee project closeout, commissioning, final acceptance, and turnover to operations. 
Minimum Qualifications 
  • Bachelor’s degree in Civil Engineering, Construction Management, related engineering degree or comprehensive equivalent field experience.
  • Registered Professional Engineer (PE) in California and/or Certified Construction Manager (CCM) through Construction Management Association of America.
  • Minimum 15 years of progressive experience in heavy civil construction and management.
  • Demonstrated leadership of large, complex infrastructure projects involving dams, pipelines, pump stations, tanks, dams, levees, or groundwater wells.
  • Strong expertise in construction contracts, claims management, scheduling, and cost control.
  • Proven ability to lead multidisciplinary teams and manage multiple projects concurrently.
  • Ability to take and pass all GEI required construction safety related training courses.
  • Valid U.S. driver’s license.
Preferred Qualifications
  • Experience delivering public works, water/wastewater, flood control, or utility capital programs.
  • Experience working with multiple contractors under alternative delivery methods (DBB, CMAR, design‑build).
