Job Summary:

The Learning and Development Systems Manager I will support the development and management of data management systems, programs and processes that ensure competency compliance and organizational development. Will establish and champion continuous improvement initiatives in global training program, curriculum, and technical standards within the Learning Management System and the Competency Data Management System in direct support of the regions and service lines. Will resolve technical, regulatory, commercial, and operational issues. Will evaluate all aspects of the competency assurance management system to ensure guidelines and expectations are met.

Essential Duties & Responsibilities:

  • Competency Data Management System
    • Work with vendors, contractors, and internal customers to ensure full end-user adoption and usage of competency data management system
    • Ensure efficient and agile database design to provide quality user experience; specific areas of focus include the following: 1) Design of database tables and linkages between tables; 2) Reporting and analytics functionality; 3) Functionality for people managers to include development plan creation, employee resume, experience-based competencies, and workforce capability planning
    • Analyze existing and contemplated job roles with skill levels to map competencies and design standardized training requirements
    • Troubleshoot and resolve issues relating to system functionality and integration with other software systems
    • Serve as point of escalation for support issues, which may include interaction with CDMS vendor, contractors, and end-users
    • Develop and deliver training modules, work instructions, and other documentations to assist end-users in LMS and CDMS system function and use
    • Load and maintain all master competency data in CDMS
    • Conduct periodic audits of competency assessments, role assignments, learning resources mapping, and skills mapping to ensure proper use and function of the CDMS
  • Competency Assurance
    • Identify and lead continuous improvement efforts of the Competency Management System
    • Formalize existing practices into quality-controlled policies, manuals, processes, procedures, and work instructions in support of the competency assurance management system; work with stakeholders and SMEs to create and document new process & procedures as necessary
    • Develop and deploy effective communication strategy to manage stakeholder engagement
    • Work with vendors, contractors, and internal customers to ensure full understanding and implementation of competency processes and procedures
    • Formalize existing practices into quality-controlled policies, procedures, and processes to support the competency system; work with stakeholders and SMEs to create new process and procedures as necessary
  • Learning Management System (LMS)
    • Publishes and archives online or blended learning solutions, assigns curricula, and manages resources
    • Manages the course asset library
    • Populates course information and assigns learners
    • Creates and manages the overall course structure and sets up course programs based on specifications from the instructional designer and/or subject matter experts
    • Manages tracking of course revisions and history
    • Builds online assessments and evaluations in LMS for courses
    • Troubleshoots and resolves issues relating to system functionality and integration with other software
    • Serves as point of escalation for support issues, which may include interaction with LMS vendor, contractors, and vendors
    • Works with the instructional designers, contractors, vendors, and IT resources to troubleshoot and resolve technical issues related to accessing course content or competency data
    • Manage career development and day-to-day activities of Learning & Development Analyst
    • Develop LMS “use and function” training modules, consisting of both face-to-face and computer-based instruction
    • Create learning and development project plans to include forecasting, budgeting and resource allocations as required
    • Convert instructional materials content into appropriate standards (e.g., SCORM, AICC) using multiple software packages (e.g., Articulate, Captivate)
  • Multi-Systems Support
    • Manage contractors and serve as main conduit to vendors in ongoing support of data management systems (e.g., LMS, CDMS) and ensuring these system operations and functions are optimized
    • Facilitate cross-functional SME meetings, ensuring productive outcomes
    • Lead Communication of system integration/functionality issues to key stakeholders
    • Design, develop and deliver system’s training materials and tools to ensure global acceptance and implementation of L&D led change initiatives (e.g., LMS, CDMS)
    • Utilize data analytics tools to monitor, record and analyze effectiveness and efficiency of competency and learning efforts and programs
    • Collaborate with internal customers and L&D team members to ensure monitoring/status reports and scorecards are delivered and identified gaps are actioned
    • Acquire, maintain, and update knowledge of current LMS and CDMS software
    • Create and update resources (e.g., work instructions, e-tools, visual aids) to train and support learners on how to use the technology for online and professional development
    • Develop and update standardized tools and reporting for ongoing access to learning and competency information; generates standard and custom reports 
    • Analyze reporting data and recommends strategic direction to direct supervisor, technical/functional managers, or others, as appropriate.
    • Manage relationship with third party vendor and contractors and facilitates the successful linkage of SaS (Software as a Service) resources with internal systems
    • Provide troubleshooting assistance for LMS and CDMS users
    • Review, monitor, and recommend steps to improve system performance
  • Travel required

Required Qualifications & Experience:

  • Bachelor’s degree or equivalent
  • 3+ years of experience in database administration/management
  • 2+ years of experience administering multiple Learning Management Systems
  • 2+ years of experience developing processes and procedures conforming to ISO 9001 standards
  • Experience facilitating working groups of SMEs
  • Experience developing, managing, and reporting on key metrics to high levels of management
  • English proficiency required
