FI Consulting is a fast-moving, high-growth firm with huge potential. FI Consulting is seeking an experienced TECHNICAL WRITER to work as a contractor on a government project through September 2023 with potential to extend as there are several option years.

For this role the technical writer has to produce briefings and edit deliverables for the following area:
Program Management
Strategic and operational support to execute program mission and goals, program planning, documentation, business operations, communication, stakeholder management, process and procedures, and other related topics
The contractor shall assist the EDAMI PMO in its overall program management activities with primary focus on:
- Strategic and operational support to execute program mission and goals

The contractor shall assist with the central coordination EDAMI activities. The contractor shall assist in developing, revising, and maintaining EDAMI’s strategic planning documents including all SELC artifacts. The contractor shall assist EDAMI to improve business intelligence and decision making for the PMO and monitor performance, manage ongoing operations, and increase the program team’s efficiency. The contractor shall support these objectives by coordinating with the federal team and other EDAMI support teams to plan and execute the improvements in technology outlined in the program mission and deployment of a future IT solution.
The contractor shall attend meetings and technical interchanges to remain current with program requirements.
The contractor shall assist EDAMI to continue and improve upon its user-centered approach for data analytics transformation in which the entire spectrum of FEMA stakeholders participates. The contractor shall support this objective by designing and conducting a multifaceted communications initiative to solicit business and technical input and inform stakeholders of program activities.
The Contractor shall support this objective by managing program activities, developing program management products, and assessing and reporting on program performance.
The contractor shall:
- Assist in developing strategies and approaches to meet performance metrics outlined in the all the SELC artifacts including the Acquisition Program Baseline (APB), Concept of Operations (CONOPS), Operational Requirements Document (ORD), and Integrated Logistics Supports Document (ILSP)
- Assist in providing accurate and timely responses to program inquiries and reports
- Assist with the organization, management, and control of all program management related documents and artifacts
- Manage the document control process and maintain existing documentation and historical program files in the centralized repository
- Provide integrated program expertise for controlling, disseminating, and reporting on the program and its various workstreams
- Coordinate, attend, and document meetings and project reviews to capture ongoing data information including developing meeting agendas, tracking risks, and issues/action items
- Define and develop lean PMO governance structure, processes, and tools that support internal controls and support an Agile IT acquisition program. This should include the ability to manage and monitor an acquisition program and IT focused programs such as legacy system sustainment, transition projects, and modernization efforts
- Assist management in implementing an efficient PMO that can execute and manage the program to successful outcomes
- Coordinate activities across the various EDAMI contract support teams and federal staff that support the workstreams required to effectively manage the program’s branches
- Develop, update, and maintain acquisition and systems engineering products and documents; coordinate with stakeholders to ensure acceptance of those products and documents by approving authorities
- Assist in the day-to-day operations, support logistical, and administrative actions
- Update and maintain a Stakeholder Management Plan addressing internal FEMA stakeholders and external stakeholders across the nation
- Update and maintain a Stakeholder Register
- Develop products to support communications activities. This can include, but is not limited to: One-Pagers, newsletters, fact sheets, communications tool kits, presentations, etc.
- Administration and maintenance of tools such as SharePoint, JIRA, outward facing web pages, and any other avenues where information will be shared and documents will be stored (internal and external to the program)
- Develop and maintain communication documents to ensure consistency and quality of content including all meeting presentations, talking points, etc.
- Ability to design high quality diagrams and other representations to use during communication and outreach
- Support EDAMI leadership with ad hoc management activities, as needed
Additional Requirements:
