Summary Description

The IT Operations Engineering Manager is responsible for architecting, building, and implementing the organization’s operational technical needs. This includes managing IT staff responsible for the Bank’s technical assets and their career planning and development at the Bank. The IT Operations Engineering Manager will work closely with IT executive staff and decision makers in other departments to support the current infrastructure as well as develop and deploy new, cost-effective solutions for all aspects of the organization.


Role-Specific Expectations:

  • Manage IT systems throughout the FHLBC organization
  • Proven leadership track record with experience managing technology teams with diverse skillsets
  • Proven understanding of operating system support requirements
  • Understanding of common application platforms including Apache/Tomcat, IIS, WebSphere, SharePoint
  • Provide technical leadership when interfacing with project managers and developers working on Agile development project teams
  • Proactively manages software vendors and leads internal team to implement large scale IT systems
  • Oversees the design, development, and installation of enhancements and upgrades to large scale systems and application software
  • Liaise with IT and business staff to assist with quality assurance, program logic, and data processing
  • Thorough understanding of cloud computing concepts with an emphasis on Amazon Web Services (AWS)

Strategy & Planning

  • Maintain knowledge of company’s strategic business plans
  • Participate in operational governance processes of IT
  • Recommend goals, objectives, and operating procedures for the team
  • Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development
  • Assess and communicate risks associated with IT investments
  • Ensure system and data integrity across multiple Bank systems
  • Make recommendations regarding timelines and implementation approaches
  • Implement work processes to improve operating efficiencies
  • Provide valuable input on process improvements

Operational Management

  • Ensure completion of all tasks with a focus on quality
  • Provide guidance to less experienced members of the team
  • Comply with all assigned administrative and operational tasks
  • Supervise staff members directly or indirectly, prioritizing workloads and providing input on performance appraisals and performance management issues
  • Responsible for recruiting and acquiring new staff
  • Takes a lead role in promoting agreed best practice techniques and continuous improvement
  • Develop, document, communicate, and enforce necessary policies and standards
  • Identify and learn appropriate software and hardware used and supported by the organization
  • Work with business partners to ensure needs have been adequately addressed and issues appropriately resolved
  • Works to promote an understanding of business process and business requirements with technical staff
  • Provide valuable input on process improvements
  • Other duties as required

Position Requirements:

Knowledge & Experience

  • Minimum 5+ years of relevant IT management experience
  • Experience managing software vendors and implementing large scale systems
  • Excellent understanding of computer systems characteristics, features, and integration capabilities
  • Has knowledge of commonly-used concepts, practices, and procedures within Information Technology
  • Experience in planning, organization and professional development of direct reports
  • Excellent understanding of Agile principles, specifically Scrum and Kanban
  • Ability to set and manage priorities judiciously
  • Experience with cloud infrastructure, preferably AWS
  • Stays current on emerging technologies and trends in the field
  • Comprehensive understanding of change management process and controls

Formal Education & Certification

  • College diploma or university degree in the field of computer science, information systems, or computer engineering and/or 5+ years equivalent work experience
  • Certification in AWS would be a significant plus
