Summary Description

The IT ESS Delivery Manager is responsible for ensuring the efficient operation of the company’s technology, specifically for the Enterprise Resource Planning (ERP) suite.  This includes managing the IT staff responsible for the Bank’s technical assets and for their career planning and development at the Bank.

They will work closely with the IT executive staff and decision makers in other departments in order to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the organization. The Delivery Manager role is responsible for understanding and articulating a technical vision for the product areas by collaborating with other stakeholders to clarify and define the increments of business value that need to be delivered to fulfill the organization’s strategic and operational goals. The Delivery Manager provides guidance to the product development team through prioritization and elaboration of the Product Backlog and is embedded with the product development team throughout the lifecycle of the product.

Responsibilities

Role-Specific Expectations:

    • Maintain knowledge of the company’s strategic business plans.
    • Develop and maintain knowledge of business unit and IT plans (roadmaps).
    • Understand the connection between team initiatives and the larger, strategic picture.
    • Works with the Product Owner or Delivery Team resource managers as appropriate to guide and support the efforts of the Delivery team.
    • Delivery Manager does not make decisions for the team; instead provides and promotes an environment conducive to effective team decision making.
    • Ensures that the team’s actions are always aligned with the Bank Group goals.
    • Proactively manages software vendors and leads internal teams to maintain large scale IT systems
    • Oversees the design, development, and installation of enhancements and upgrades to large scale systems and application software
    • Understanding of common development frameworks and languages, including .Net/C#, C/C++, Java/J2EE/Spring/JSF/Hibernate/EJB, Oracle APEX, Powershell
    • Understanding of common application platforms, including Apache/Tomcat, IIS, Websphere, Sharepoint
    • Provide technical leadership to programmers working on Agile development project teams
    • Liaise with IT and business stakeholders to assist with backlog prioritization, business roadmaps, and technology strategy
    • Strong knowledge of automated testing platforms a plus
    • Create methodologies and processes for the collection and analysis of data for ensuring software, systems, and product quality.

    Strategy & Planning

    • Maintain knowledge of company’s strategic business plans as it relates to the product and business line served
    • Participate in operational governance processes of IT and enforce with business
    • Recommend goals, objectives, and operating procedures for IT and Business teams
    • Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development
    • Communicate risks associated with IT investments
    • Ensure system and data integrity across multiple Bank systems
    • Make recommendations regarding timelines and implementation approaches
    • Implement work processes to improve operating efficiencies
    • Provide valuable input on process improvements and promote a culture of collaboration and continuous improvement

    Acquisition & Deployment

    • Conduct research and make recommendations on products, services, protocols, and standards in support of procurement and development efforts
    • Prepare budget proposals and operational expenditure statements
    • Ensure appropriate training initiatives for new and existing staff
    • Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations

    Operational Management

    • Ensure completion of all tasks with a focus on quality
    • Enforce IT Technology Investment policy and governance structure
    • Meet or exceed established SLOs
    • Provide guidance to less experienced members of the team
    • Comply with all assigned administrative and operational tasks

    • Responsible for recruiting and acquiring new staff
    • Takes a lead role in promoting agreed best practice techniques and continuous improvement
    • Develop, document, communicate, and enforce a policy for standardizing systems and software as necessary
    • Identify and learn appropriate software and hardware used and supported by the organization
    • Work with business partners to ensure issues have been adequately resolved
    • Confer with end-users, clients, or management to define business requirements for complex systems and infrastructure development
    • Contributes to critical design and architectural discussions and decisions
    • Model business and systems processes based on findings through use case scenarios, workflow diagrams, and data models
    • Maintain and manage vendor relationships
    • Build rapport and elicit problem details from customers
    • Provide timely reports on the status of initiatives as well as any unforeseen issues to management and to business units
    • Works to promote an understanding of business process and business requirements with technical staff
    • Provide valuable input on process improvements
    • Provide on-call support of bank applications
    • Other duties as required

    Position Requirements:

    Knowledge & Experience

    • Minimum 5+ years of relevant IT management and/or major system implementation experience
    • Minimum 5+ years of financial systems experience in accounting or human capital management required
    • Experience managing software vendors and implementing large scale systems
    • Experience or knowledge of Accounting and/or Human Resources
    • Excellent understanding of computer systems characteristics, features, and integration capabilities
    • Has knowledge of commonly-used concepts, practices, and procedures within Information Technology
    • Experience in planning, organization and professional development
    • Understanding of Agile principles, specifically Scrum and Kanban
    • Demonstrated ability to apply IT in solving business problems
    • Understanding of human resource management principles, practices, and procedures
    • Proven leadership ability
    • Ability to set and manage priorities judiciously
    • Knowledge of cloud computing principles a plus
    • Stays current on emerging technologies and trends in the field
    • Comprehensive understanding of change management process and controls

    Formal Education & Certification

    • College diploma or university degree in the field of computer science, information systems, or computer engineering and/or 5+ years equivalent work experience
    • Certified Scrum Product Owner or related certification a plus
    • Agile Certifications a plus
    • MCSD certification a plus
    • IASA architecture certification or similar a plus
    • CSTE certification a plus
