POSITION SUMMARY:
In coordination with and under the direction of the Director of External Affairs, the Legislative Affairs Manager is responsible for the management of a diverse public policy, governmental relations, and advocacy portfolio – including efforts related to LGBTQ+ rights, healthcare access, and more – at the local, state, and federal levels. In addition to managing professional staff and interns, the Legislative Affairs Manager also assists the Director of External Affairs with coordinating and executing legislative advocacy strategies, governmental relations events, and advocacy projects related to the agency’s public policy priorities, including but not limited to Ryan White, gender affirming care, the 340B Drug Pricing Program, and access to care more broadly. In doing so, the Legislative Affairs Manager will monitor Statehouse and congressional committee hearings, track bills at the state and federal level, draft summary memos/public comments, communicate with elected officials, engage in coalition building, file public comments, and engage in other part of the legislative process.
SALARY: GRADE 7: $58,700-$73,300
ESSENTIAL JOB FUNCTIONS:
Essential functions of the job include, but are not limited to, strategic planning; supervising; writing; relationship building; traveling; driving and having reliable transportation; utilizing a computer for typing and conducting research; online outreach and conducting research; utilizing a telephone; attending meetings; presenting to small and large groups; conducting assessments; and counseling.
MAJOR AREAS OF RESPONSIBILITIES:
Public Policy, Governmental Relations, and Advocacy (60%)
· Under the direction of the Director of External Affairs, assist with public policy, legislative affairs, and advocacy work on issues relating to LGBTQ+ rights, healthcare policy, and other areas of the agency’s public policy priorities
· Attend and monitor both in-person and virtual committee hearings in the Ohio General Assembly and the US Congress, while communicating relevant updates
· Track bills across the legislative process (i.e. drafting/introduction to voting) and coordinate with leadership to determine actions at each step of the process
· Communicate with elected officials and staff in the Ohio House of Representatives, Ohio Senate, US Congress, and/or other related governmental bodies, when applicable
· Draft and deliver testimony and public comment on issues within the assigned legislative and policy portfolio
· Manage events and projects related to public policy issues and other priorities – including governmental relations and community outreach – as assigned
· Assist with general public policy and advocacy needs of the department, including but not limited to LGBTQ+ rights and broader healthcare access (i.e. Ryan White, gender affirming care, the 340B Drug Pricing Program, etc.)
· Support various other local, state, and federal government relations activities – including meetings, events, direct actions, legislative visits, and more – to support the agency’s mission
· Collaborate with the Director of External Affairs and other departmental staff to conduct civic engagement outreach across all Equitas Health regions during election seasons (i.e. voter registration drives, Get Out The Vote [GOTV] campaigns, etc.)
Community Engagement and Coalition Building (25%)
· Assist the Director of External Affairs with the coordination of community engagement efforts related to the general operations of the department throughout all Equitas Health regions
· Serve as an organizational liaison to professional organizations and coalitions of interest to the agency and relay information to appropriate community and agency partners, when appropriate
· Under the direction of the Director of External Affairs, assist with the development and cultivation of both existing and new collaborations with stakeholders across all Equitas Health regions
· Build and maintain a positive and professional relationship with elected officials at the local, state, and federal level; internal partners; funders; other community organizations
· Communicate with coalition partners, community organizations, and key stakeholders to ensure the continued success and growth of the department’s work
Legal Clinic Administration and Training (10%)
· Support the workflow of the gender affirming legal clinic to ensure a productive workplace environment, successful program, and a satisfactory monthly event for clients
· Support miscellaneous administrative needs of the monthly program, alongside TransOhio staff and the Name Change Clinic Coordinator, on an as needed basis during high intake times
· Assist with culturally humble and appropriate marketing efforts for the monthly program
· Provide notary services – if licensed as a notary public – to clients, as able
Miscellaneous (<5%)

EDUCATION/LICENSURE:
· Bachelor’s degree or equivalent experience required
· Master’s degree in political science, women’s studies, gender studies, criminal justice, public policy, public administration, or similar field preferred
KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS:
· One to two years of experience in project management required
· One to two years of experience with issue advocacy, political campaign, governmental relations, legislative affairs, and/or lobbying work required
· Experience with giving presentations and drafting documents
· Thorough understanding of LGBTQ+ rights and healthcare public policy broadly defined
· Experience working with, in, or adjacent to a State General Assembly or US Congressional office strongly preferred
· Demonstrated success in volunteer recruitment, training, and management preferred
· Strong written and verbal communication skills, along with attention to detail, a must
· Must have sensitivity to, interest in and competence in cultural differences, AOD/injection drug use, HIV/AIDS, minority health, sexual practices, and a demonstrated competence in working with persons of color and gay/lesbian/bisexual/transgender community.
· Proficiency in all Microsoft Office applications and other computer applications required
· Reliable transportation, driver’s license and proof of auto insurance required.
