EPCOR Water Services is hiring a full-time permanent Manager, Process Risk and Integration to join our Water Treatment Plants team. This position is based at our Rossdale Water Treatment Plant and EL Smith Water Treatment Plant site in Edmonton.
The Manager, Process Risk and Integration leads a team comprised of Hazardous Energy Isolation (HEI) Foreman, Water Treatment Day Operators and work closely with Operations Engineers. The Manager is accountable for ensuring Process risks are identified, documented and managed during Capital Projects and Maintenance activities with emphasis placed on Risk mitigation for Shutdowns, Work Permitting and Hazardous Energy Isolation.

In the role of Manager, Process Risk and Integration, you are accountable to the Senior Manager, Operations and will have the following key accountabilities (but are not limited to these):
- Provide operational input into organizational plans and directions, ensuring alignment with EUI and Water Treatment Plant strategies and effective collaboration across Operations and the broader organization.
- Develop and execute stratum‑appropriate deliverables aligned with the Operations business plan, including mission, vision, values, and resource planning.
- Ensure direct report deliverables are aligned, integrated, and measurable, with clear “what by when” performance expectations.
- Identify and manage budget requirements for process improvement initiatives, compliance training, and workforce planning, including recruitment and talent development.
- Build and lead a high‑performing team of Stratum 1 employees, ensuring optimal staffing levels, attraction, retention, and ongoing development.
- Establish, monitor, analyze, and report on operational performance metrics; lead continuous improvement initiatives to exceed water effluent quality standards and ensure reliable plant maintenance.
- Develop, implement, and maintain Operations processes to ensure compliance with policies, standards, regulatory requirements, and risk mitigation practices.
- Provide operational leadership and input across all phases of capital projects, including pre‑design, design, construction, commissioning, and start‑up.
- Lead plant shutdown planning and execution, coordinating safely with Projects, Engineering, and Operations teams across water treatment plants and reservoirs.
- Serve as Operations representative during commissioning and start‑up activities.
- Act as administrator of the Worker Protection System, conducting audits and recommending improvements to work permitting and hazardous energy isolation processes.
- Ensure standard operating procedures are regularly reviewed and updated to reflect process changes and EWTPiMS requirements.
- Chair the Hazardous Energy Isolation (HEI) Committee, ensuring procedures remain current with regulatory and operational changes.
- Foster a high‑performance culture that emphasizes safety, accountability, discipline, innovation, collaboration, and results.
What’s required to be successful
Qualifications and experience you possess are:
- Completion of a Science Degree in Chemical, Process, Mechanical or Environmental Engineering from a recognized post-secondary educational institute or completion of a post secondary education with sufficient knowledge & experience managing people and processes.
- A Professional Designation: Professional Engineer (P.Eng.) with APEGA will be considered an asset.
- 7+ years managing teams that consist of technical professionals and operational staff.
- 3+ years in utility industry.
- Managing safety systems such as Hazardous Energy Isolation (HEI).
- Managing in a unionized environment including performance management and professional development.
Technical Skills
- A working understanding of Plant Operations.
- Proficient in the use of MS Office suite of products (Word, Excel, Outlook), SharePoint and SCADA systems
- Analyze complex technical information to support timely, informed decision‑making.
- Monitor Process Safety Program compliance, performance, and data trends using relevant technical knowledge.
- Identify, assess, and manage risks impacting people, assets, or processes
