We are hiring a Full-Time Permanent Distribution Project Manager position working out of Edmonton, AB.
As the Distribution Project Manager, you oversee and complete annual projects within EPCOR Distribution to meet growth demands, fulfill EPCOR Distribution & Transmission Inc. (EDTI)’s Franchise and TELUS agreements, and enhance system reliability and safety. You ensure accurate project budgets, obtain necessary approvals, assign work scopes based on priorities and deadlines, and monitor project progress and costs. You also interact with crews, sponsors, and engineering to proactively resolve issues and ensure safe, efficient project execution.
As the successful Project Manager, you possess strong communication and relationship skills. This is evident as you comfortably navigate dealing with people and project issues, while implementing your listening skills, providing feedback and acting as a mentor. Your organizational skills coupled with your expertise allows you to manage multiple ongoing tasks and respond to changing priorities logically and efficiently. Your supportive and collaborative approach allows you to successfully work with internal and external stakeholders. This also positions you to provide the appropriate influence while working with a variety of people. You are a team player, a leader and a problem-solver.
What you’d be responsible for
- Providing input to the Distribution Projects Business Plan, and ensuring alignment of EPCOR and Distribution Project’s strategy to other areas in Distribution and Transmission Projects and in the rest of EPCOR.
- Creating detailed project charters for each capital project, ensuring accurate budget and resource estimates, documenting assumptions and constraints, and clearly outlining scope and estimate methodology for baseline reporting and variance analysis.
- Reporting on project performance (budget, schedule, and scope) to sponsors and key stakeholders throughout the project.
- Securing timely project/program funding, including the development of appropriate support material for annual budget process and documentation for off-cycle approvals, up to and including FRC approval limits, in accordance with EPCOR’s Capital Investment Policy. Additionally, proactively managing subsequent approvals to ensure adequate funding in place if project expected to exceed approval threshold.
- Ensuring the delivery of complete, accurate on-time and constructible work order packages by setting appropriate IFC target dates, arranging design walk-throughs on large-scale or complex projects to ensure constructability, leading design and construction meetings, and completing thorough reviews of packages prior to issuing them for construction.
- Managing regulatory and permitting requirements with external stakeholder including but not limited to: AUC, AESO, City of Edmonton, Province of Alberta, Alberta Infrastructure, Alberta Environment, Department of Fisheries and Oceans, and other regulatory and government agencies.
- Collaborating with Project Managers, Foremen, and Schedulers to align project completion dates with resource availability and optimal use of resources. Assigning work scopes to internal crews and external contractors based on skill sets and availability.
- Communicating assigned schedules and scopes of work clearly to internal field and contractor resource groups, ensuring appropriate coordination between groups where required and conduct regular performance reviews while construction is in progress identifying, documenting, and partition recommendations with all stakeholders.
- Evaluating and appointing external contractors and consultants to support project execution in compliance with EDTI procurement, regulatory, HSE, and legal requirements. Ensuring adequate qualifications, cost minimization, and proper contractor management practices are exercised.
- Leading project kick-off meetings for all large-scale, high-profile, environmentally sensitive or complex projects or those that require coordination with external parties. Ensuring project requirements, schedules, performance and any site specific safety and environmental requirements or restrictions are proactively managed and clearly communicated to all parties.
- Monitoring projects throughout execution by maintaining open communication channels with field crews, inspectors, contractors, engineering to solicit progress updates. Conducting site visits to document progress, pro-actively identify and manage risks and issues to ensure compliance with the approved project scope, schedule, and budget. Ensure all changes are documented and approved through change order process.
- Conducting routine site inspections on projects sites documenting any safety or environmental deficiencies found and assign appropriate corrective actions. Supporting HSE led investigations as required.
- Support the execution of work in achieving project compliance and meeting performance metrics by:
- Facilitating project planning meetings to evaluate work progress and address planning issues
- Providing guidance on project priority
- Creating and maintaining an executable distribution portfolio plan
- Creating and maintaining monthly project metrics reports
What’s required to be successful
- A Degree in Electrical, Computer Engineering, Civil/Structural, or Mechanical Engineering from a recognized post-secondary institute.
- Alternatively, a diploma in these areas of study and Professional Licensee (P.L.) designation will also be considered.
- A Professional Designation:
- Certified Professional Engineer (P. Eng), or
- Professional Licensee (P.L.) designation, and
- Registered, or eligible to register, with APEGA.
- Project Management Professional (PMP) designation would be considered an asset.
- 5+ years of progressively responsible experience in electrical distribution systems required, including direct design or construction experience in Aerial and Underground Distribution systems.
- In-depth knowledge of Aerial and Underground Distribution system construction methods, procedures, work practices and techniques required.
- Experience in project management of complex utility construction projects with increasing responsibility required.
- Experience in planning and executing new initiatives required.
- Experience in the design and construction of on-site Capital Engineering projects would be considered an asset.
- In-depth knowledge of the Customer Connection Guide and EDTI’s Terms and Conditions for Connection and Access Service would be considered an asset.
- Demonstrated ability to understand and manage complex budgets and schedules relative to this area of responsibility required.
- Demonstrated ability to work effectively as part of a larger management team within a dynamic environment required.
- Ability to develop, nurture and manage customer relationships required.
- Can clearly communicate technical or complex issues in a clear and succinct way required.
- Demonstrated ability showing strong decision making skills required.
- High level of competency with computer software. In particular: Microsoft Office, Ivara and other work Management tools such as MS Project.
