Construction Services Engineering Manager
Lead the delivery of EPCOR’s most critical capital infrastructure projects. We’re seeking a seasoned, strategic Engineering Manager, Construction Management & Contracted Services to oversee large-scale water and wastewater capital construction programs across EPCOR’s U.S. operations. You will guide a multidisciplinary team, manage contracted resources, and ensure projects are executed safely, efficiently, and in alignment with EPCOR’s regulatory and financial standards.
Key Responsibilities
- Oversee staff supporting the annual capital program for regulated water and wastewater systems.
- Lead construction activities from ready‑for‑construction through commissioning and closeout.
- Ensure compliance with scope, design intent, safety standards, regulatory requirements, and budgets.
- Support continuous improvement in project delivery, construction practices, and procurement strategies.
- Monitor construction performance using budgets, schedules, unit costs, and quality metrics.
- Ensure schedule updates reflect accurate progress and support forecasting.
- Review financial reports, validate cost performance, and support timely capitalization of assets.
- Lead and develop a multidisciplinary team of internal employees and contract personnel.
- Allocate workload based on capacity, project complexity, and skill sets.
- Conduct performance evaluations and ensure training and certification requirements are met.
- Lead inspections, audits, and quality control measures to ensure construction meets design requirements.
- Ensure field changes and as‑built records are documented and approved per EPCOR procedures.
- Oversee onboarding and management of contract project managers and construction staff.
- Monitor performance, productivity, and adherence to EPCOR’s standards and safety expectations.
- Manage procurement, contract execution, and vendor performance evaluations.
- Manage change orders and evaluate cost, scope, and schedule impacts.
- Ensure transparent communication of changes affecting project outcomes.
- Identify and mitigate construction risks tied to safety, environmental compliance, and operational impacts.
- Ensure adherence to federal, state, and local regulations for water and wastewater operations.
- Promote a strong safety‑first culture throughout all phases of construction.
- Collaborate with Operations, Engineering, Finance, Regulatory, and Customer Service teams.
- Communicate project status, risks, and key decisions to leadership.
- Maintain accurate engineering, construction, and technical documentation.
- Provide timely reports on project status, risks, and budget forecasts.
Qualifications
- Bachelor’s degree in Engineering, Construction Management, Environmental Engineering, or related field.
- Advanced degrees (MS, MBA, MPA) and PE licensure are a plus.
- Minimum of ten years of engineering or construction experience and five years of leadership experience.
- Strong background in contract administration and project delivery methods (Design‑Bid‑Build, CMAR, Design‑Build).
- Understanding of water/wastewater planning, design, construction, and facility operations.
- Ability to lead high‑performing teams in a fast‑paced environment.
- Strong decision‑making, coaching, delegation, and development skills.
- Commitment to safety, accountability, and continuous improvement.
- Knowledge of asset management, lifecycle planning, and capital budgeting.
- Familiarity with emerging technologies and resiliency practices.
- Knowledge of environmental regulations, water quality standards, and OSHA construction safety.
- Experience implementing safety programs and regulatory compliance practices.
- Proficiency with GIS, CAD, hydraulic modeling, scheduling tools, and digital reporting platforms.
