We are hiring a full-time, permanent Manager, Contracts and Construction Support position working out of Edmonton, AB.

The Manager, Contracts and Construction Support is accountable for overseeing the development, execution, monitoring and closeout of construction related contracts within EDTI’s Transmission system. This oversight includes contractor management, engaging contractors, executing contracts, coordinating and facilitating with internal and external stakeholders to enforce terms and conditions, developing relationships and insight throughout the utility industry, and implementing effective contractor management programs, procedures, and quality control. The Manager, Contracts and Construction Support will take accountability for the development and maintenance of the Transmission’s Quality Management System (QMS) as will be applied to contractor construction. This role will liaise with other groups in Transmission to ensure contractor safety and quality, as well as solicit help to oversee Transmission Construction Coordinators and ensure their safety and overall quality of their deliverables.

 

What you’d be responsible for

 

  • Providing input to the Transmission’s annual capital construction plans and business plan goals. Ensuring that relevant and meaningful aspects of the business plan are communicated to the team.
  • Working with Transmission Program Management, Transmission Operations, and Integrated Planning to implement and execute a prioritized capital construction plan.
  • Working with Project Controls and relevant areas of Transmission to ensure project work is accurately estimated and forecasted to support decision making around self-performing work versus assigning to contractors.
  • Supervising a team of internal and contracted Construction Coordinators, Contract Administrators, and Construction Site Representatives to support internal and contracted delivery of required construction work.
  • Maintaining and, occasionally, re-tendering Master Service Agreements (MSAs) for the execution of Transmission work by contractors.
  • Supporting Project Managers with tender formation, bid evaluation, and contract negotiations for materials or services to be provided by third parties.
  • Ensuring adherence to EPCOR’s internal corporate governance policies regarding contract tendering and award.
  • Monitoring contractor adherence to the planned schedule, adjusting assignments to accommodate break-in work or project delays, and providing regular updates on progress and issues. 
  • Developing and executing processes to monitor, document, and communicate construction progress and field changes, and minimize/ manage change orders.
  • Supporting the development and finalization of Transmission’s QMS; transitioning the QMS into sustainment mode by updating, finalizing and publishing documentation, and communicating roles and accountabilities to the team.
  • Supporting the evergreening and updating of standard form contracts to incorporate improvements driven out of contractor management process changes.
  • Ensuring the implementation of the EPCOR D&T’s Contractor Management procedures through contractor pre-qualification, safety orientations, regular inspections and monitoring, thorough incident reviews, implementation of required corrective actions, and annual contractor assessments.
  • Developing and maintaining relationships with strategic partners to ensure high quality service and effective response to project requests.
  • Facilitating consistent contractor management standards and understanding across Transmission, and coordinating training/ safety activities.
  • Assisting PMs to ensure all deficiencies are closed out prior to contract close out, and hold accountability for contract close out procedures and deficiency correction.
  • Executing and delivering EDTI’s annual Quality Management Plan to maintain accreditation. 
  • Analyzing, identifying, and establishing initiatives for continuous improvement.
  • Demonstrating a high performance, high discipline, safe, accountable, focused, innovative and achievement-oriented, easy-to-do-business-with manner of working.

 

What’s required to be successful

 

  • A Degree in Engineering, Business or equivalent is required; equivalent technical background based on extensive experience contracts, construction, supply chain, or project management may be considered.
  • 7+ years of experience in construction management within the electrical industry.
  • Strong experience with contractor and construction management.
  • Strong working knowledge on planning and scheduling software, GIS applications, and Oracle.
  • Strong working knowledge of contracting strategies, and common contract terms and conditions to support contract negotiations.
  • Knowledge of OH&S regulations related to Transmission construction.
  • Ability to analyze issues, solve problems, and make effective decisions.
  • Ability to work effectively as part of a larger management team within a dynamic environment.
  • Strong organization and planning skills; written and verbal communication skills; and change management skills.
  • Knowledge of ISO 9001 and the application to contractor quality management systems an asset.
  • Contract administration experience would be considered an asset.
