As the Procurement Analyst, you lead the end-to-end procurement process (from the identification of a need to contract execution and supplier relationship management) within EPCOR Distribution and Transmission Inc.’s (EDTI) Procurement team and provide subject matter expertise to the EDTI Business Units. You achieve compliance with company policies, trade agreements (NWPTA, CETA, CFTA), and procurement best practices.
Your procurement responsibilities will primarily focus on goods related to electricity distribution and transmission systems, professional services, and construction requirements utilizing various procurement methodologies. Having experience with various types of requirements and procurement methodologies would be considered an asset. Your negotiation and procurement skills are key as you negotiate in highly competitive industries and mitigate supply chain issues.
What you’d be responsible for
- Preparing and leading the competitive bidding (RFx) process including: preparing documents/contracts with customers and internal subject matter experts; facilitating RFx evaluations, shortlisting, and negotiation processes; making recommendations to the customer and Manager for decision of award/no award of contract(s); and coordinating the award and execution of contract(s).
- Reviewing specifications and scope of work documentation with customers to ensure that milestones and deliverables are clearly outlined.
- Ensuring optimal results against appropriate performance metrics including meeting customer expectations; cost saving/avoidance, contract turnaround time, operational effectiveness and efficiency, and employee/customer satisfaction.
- Improving and managing tools and reporting to assist in the efficient execution of Procurement and business unit objectives.
- Providing advice and recommendations to customers on procurement procedures, methods and approaches, and collaborates with business unit to develop appropriate sourcing and procurement strategies.
- Leading the end-to-end procurement and contracting process in accordance with procurement practices, EPCOR policies, and external regulations (i.e. Trade Agreements NWTPA, CFTA, and CETA).
- Acting as representative and facilitating negotiations for assigned procurements.
- Establishing and maintaining supplier relationships and contracts, including facilitating contract review sessions between business unit and suppliers.
- Assessing competition and market opportunities/threats and recommending plans to address.
What’s required to be successful
- A post-secondary diploma (2 year) in Supply Chain Management or a business related field (Operations Management, Economics, Accounting, Finance, etc.) from a recognized educational institute is required
- A post-secondary degree (4 year) would be considered an asset
- 4+ years of experience in category based buying and negotiating contracts or directly related experience within the field
- Purchasing Designation (SCMP, C.P.M. or C.P.P.O.) is preferred
- Comprehensive knowledge and experience in:
- Public procurement processes and awareness of relevant trade agreements
- Negotiating commercial terms and conditions and competitive bidding laws
- The application of risk management tools and skills
- The application of vendor management tools and skills
- Interpreting purchasing policy, processes and procedures
- Demonstrated ability to:
- Apply competitive bidding law to develop and administer effective bid documents
- Apply contract law and understanding of contract terms and conditions in order to develop agreements that minimize risk and maximize benefits to EPCOR
- Effectively negotiate with vendors and 3rd parties to create value for the business
- Effectively lead the entire procurement process starting with the identification of need through to contract execution and supplier relationship management
- Demonstrated proficiency with:
- Microsoft Office Suite (Word, Excel, Outlook, etc.)
- Oracle or similar Enterprise Resource Planning (ERP) software
- Bids & Tenders™ or similar web based eProcurement systems
As the successful Analyst, you possess a high level of initiative with the demonstrated ability to be proactive. You are fully engaged in professional work and in continuous improvement of business practices, recommending and making improvements on an ongoing basis. Using your relationship skills, you can exercise influence when working in a cross-functional team and use your highly developed analytical thinking skills to effectively conduct problem analysis, present findings and recommend solutions.

Wage: Starting at $47.18 per hour (Final Wage and Step will be determined at the time of selection and are subject to change based on the ratification of the new Collective Agreement)
