EPCOR Water Services (EWS) currently has an opportunity for a permanent full time Senior Advisor, Business Planning to join our Regulatory and Business Planning team at our Rossdale location in Edmonton.

We are seeking a highly analytical and curious Senior Advisor to join our team and play a key role in understanding customer demand patterns and forecasting water, wastewater, and stormwater revenues. This role is central to supporting regulated rate applications filed with the Edmonton City Council for approval.  Responsibilities also include providing subject matter expertise to supporting key regulatory decisions, longterm infrastructure planning and annual budgeting processes.  This role also includes providing research and coordination support for the business planning function.

You will work with advanced metering infrastructure (AMI) data, geospatial datasets, and billing system information to develop robust consumption forecasts, identify revenue risks, and provide insights that shape the future of our water system.

What you’d be responsible for

In the role of Senior Advisor, Business Planning, you are accountable to the Sr Manager, Regulatory & Business Planning and will have the following key accountabilities (but are not limited to these):

Water Consumption Forecasting and Demand Analysis

  • Develop short, medium, and longterm water consumption forecasts for residential, multiresidential, and commercial customer segments.
  • Analyze customer demand trends, including density, household characteristics, seasonal patterns, and demographic drivers.
  • Build and maintain forecasting models that incorporate AMI data, geospatial information, and customer attributes.
  • Support infrastructure planning by providing longrange demand projections for water and wastewater systems.

 

Stormwater Revenue Forecasting

  • Develop and maintain stormwater revenue forecasts based on parcel area, impervious surface area, and runoff coefficients.
  • Work with GIS teams to integrate spatial datasets into forecasting models.
  • Monitor changes in land use, zoning, and development patterns that affect stormwater revenues.

 

Regulatory and CostofService Support

  • Support EWS’s performance based rate applications to the City of Edmonton including analysis of future rate design and billing strategies through research, financial data analysis and recommendations to senior management.
  • Conduct peaking factor analysis using AMI data to support costallocation and regulatory costofservice studies.
  • Prepare analytical inputs for regulatory filings, including demand forecasts, revenue projections, and customer class analysis.
  • Collaborate with Finance, Engineering, and Regulatory teams to ensure analytical consistency across filings.

 

Revenue Integrity and Billing Analytics

  • Analyze billing system data to identify revenue leakage and develop revenue leakage reduction strategies, including meter anomalies, billing irregularities, and data quality issues.
  • Work with IT and Customer Billing teams to improve data integrity and ensure accurate revenue capture.
  • Develop dashboards and monitoring tools to track consumption, billing trends, and anomalies.

 

What’s required to be successful

  • An undergraduate or postgraduate degree in an analytical field such as Business majoring in Management of Information Systems; Statistics; Data Analytics or a related field.
  • Eight or more years of experience working in data analytics, forecasting, or business intelligence in a regulated utility environment. Candidates that do not meet the eight years of experience may be considered for a developmental level position.
  • Strong analytical and quantitative skills with experience in:
    • Forecasting and statistical analysis and modeling
    • Development of dashboards using data visualization tools (Power BI, Tableau, etc.)
    • Geospatial (GIS) datasets
    • AMI meter data analysis
    • SQL, Python, R, or similar analytical tools
  • Understanding of water rate structures and experience working with utility billing systems.
  • Ability to translate complex data into clear insights for decisionmakers and other stakeholders.
  • Exceptional communication skills, both written and verbal.
  • Comfortable working crossfunctionally with Finance, Engineering, Regulatory, and IT teams.
  • Detailoriented with strong problemsolving abilities.
  • A natural curiosity and drive to continuously look for and advocate for opportunities to improve products, streamline processes and improve results.
