Location: Portland Tank Repairs Project Site (On-Site)

Project Schedule: Anticipated to begin field activities in January/February 2027, with a Period of Performance (POP) extending through September 2029.

ECC is looking for a Site Safety and Health Officer (SSHO) for the Portland Tank Repairs project. This position is dual-hatted with the Site Superintendent role and is responsible for implementing and overseeing the project safety program to ensure compliance with contract requirements, OSHA regulations, EM 385-1-1 requirements, company policies, and industry best practices. The SSHO will work closely with project management, subcontractors, and client representatives to promote a safe and compliant work environment throughout all phases of construction. In this position, you will:

• Implement and maintain the project Site Safety and Health Plan (SSHP)
• Monitor daily construction activities to ensure compliance with project safety requirements
• Conduct daily safety inspections and document findings
• Identify, communicate, and track corrective actions for safety deficiencies
• Lead safety meetings, toolbox talks, and safety training activities
• Coordinate with project management and subcontractors to address safety concerns and mitigate hazards
• Maintain required safety documentation, reports, logs, and records
• Investigate incidents, near misses, and safety observations and recommend corrective measures
• Ensure compliance with OSHA regulations, project requirements, and EM 385-1-1 standards
• Stop work when unsafe conditions or practices are identified and coordinate corrective actions with project leadership
• Participate in client meetings, inspections, and safety audits as required
• Support project teams in maintaining a proactive safety culture
• Perform additional duties as assigned in support of project objectives

Requirements:

• This position is dual-hatted with the Site Superintendent role
• Site Superintendent must cover SSHO duties
• Minimum one (1) year of full-time onsite SSHO experience or designated alternate SSHO experience
• OSHA course must have been completed within five (5) years of contract award
• Experience as an onsite SSHO or designated alternate SSHO
• Dual-hatted SSHO experience is acceptable
• Knowledge of construction safety practices and hazard recognition
• Ability to communicate effectively with project staff, subcontractors, and client representatives
• Strong organizational and documentation skills
• Proficiency with Microsoft Office applications and electronic project management systems
• Education: This position requires a Bachelor’s degree in Engineering, Science, Construction Management or related field required. Equivalent combination of education and experience may be substituted for this requirement. 

Required Certifications:

• OSHA 30-Hour Construction Safety Course
• Must be familiar with EM 385-1-1
• Required certifications shall remain current throughout the Period of Performance (POP)

Preferred Qualifications:

• Prior experience supporting Department of Defense construction projects
• Experience on fuels-related construction projects
• Experience implementing EM 385-1-1 requirements on active construction sites
• Previous experience conducting safety audits, inspections, and incident investigations
• Knowledge of federal construction safety requirements and best practices

ECC targeted base salary range is $125,000 to $130,000 annually. 

Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
