Assistant Project Manager

Description

ECC is seeking an Assistant Project Manager for a project location in Lewiston, NY.  This position is primarily responsible for assisting the Senior Project Management Team to ensure that the goals of the project are accomplished within prescribed time frame and funding parameters. In this position, you will:    
  • Assist the Deputy Program Manager (DPM) in the planning and coordination of activities designated to ensure that goals or objectives of the project are accomplished within prescribed time frame and funding parameters
  • Attend all in-briefs and out-briefs
  • Act as the prime implementer of field activities and tasks preparatory to field activities
  • Assist in identifying and performing general labor tasks to achieve project objectives under the direction of the Deputy Program Manager
  • Contribute methods of approach and identify solutions to logistical or operational challenges and general field operations
  • Assist in identifying task-specific equipment to achieve the objectives of a task
  • Assume the role of team lead to assist the quality control officer and health and safety officer in maintaining compliance with project work plans, standard operating procedures, and sound field practices while achieving project objectives
  • Coordinate with the team to prioritize field activities and identify task assignments
  • Review project proposals or plans to determine time frames, funding limitations, procedures for accomplishing project, staffing requirements and allotment of available resources to various phases of project
  • Establish / review work plans and staffing for each phase of project and arrange for recruitment or assignment of project personnel
  • Confer with project staff and subcontractors to outline work plan and to assign duties, responsibilities and scope of authority
  • Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget
  • Review cost status reports prepared by project personnel and modify schedules or plans as required
  • Prepare project reports for management, client or others
  • Confer with project personnel to provide technical advice and to resolve problems
  • Coordinate project activities with activities of government regulatory or other governmental agencies
  • Manage supervisory responsibilities in accordance with the organization’s policies and applicable laws
  • Develop and Maintain Baseline Schedule per the Project Control Manager Acceptance
  • Perform weekly and monthly schedule updates and develop as-built schedule
  • Coordinate with Deputy Program Manager to document physical percent complete
  • Coordinate, Develop and update Long lead Materials Tracking and update schedule accordingly.
  • Preparation of required reports for Client invoices.
  • Coordinate, develop WBS dictionary with Project Accountant Manager.
  • Prepare and submit revenue forecasts to Project Accountant. 
  • Coordinate, Develop format with Project Accountant for information transfer on labor, equipment, materials, subcontracts and other direct costs for Estimate to Complete (ETC) projections
  • Coordinate and update with Project Accountant on Monthly Cost reports
  • Review of subcontractor invoices prior to DPM approval and submit to Project Accountant for payment processing.
  • In addition to the accountabilities above, other responsibilities, tasks and deliverables may be assigned to the incumbent of this position
Requirements   
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports and business correspondence
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public
  • Ability to work with and apply mathematical concepts 
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Proven ability to implement programs to address complex needs and problems
  • Capable of communicating with persuasiveness and exercise effective negotiation techniques as needed
  • Competent in using Microsoft Office products, email systemsWindows, Outlook and Teams
  • Ten years of experience with scheduling and project planning for large construction / DoD related projects
  • Ten years working knowledge of applicable federal, state, and local environmental law regulations, and guidance as they apply to the region specified in the solicitation
  • Education: This position requires a Bachelor’s Degree in engineering, construction management, geology, chemistry, or closely related discipline. Equivalent combination of education and experience may be substituted for this requirement.
  • Travel: Must be able and willing to travel periodically, typically less than 50% depending on the needs of the company.
Preferred Qualifications   
  • Department of Defense (DoD) client experience
  • Ability and willingness to travel.
  • Cost reimbursable work a plus.
ECC targeted salary range for the US average is $125,000 to $135,000. 
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility and location.
