UXO Quality Control Specialist

ECC is seeking a temporary UXO Qualisty Control Specialist for a project in Hawthorne, NV. This project anticipated to start mid January 2025. The initial field work phase will be aproximately 42 days. This position is primarily responsible for the development and operational execution of UXO Quality Control programs and practices on projects to which assigned. Responsible for day-to-day monitoring and execution of project UXO quality functions. Supports and advances the Company’s long-term business objectives.
- Responsible for the quality of all Military Munitions Response Program (MMRP) operations from visual search for Munitions and Explosives of Concern (MEC) to complex Digital Geophysical Mapping of large munitions response sites.
- Responsible for the quality of the inspections, certification and verification of all Material Potentially Presenting an Explosive Hazard (MPPEH) on assigned project site.
- Responsible for the verification of all individual training, qualifications and certifications of all assigned personnel on the project site
- Ensures the quality, serviceability and suitability of all equipment, including detection devices, hand tools and heavy mechanical excavation equipment assigned
- Ensures the quality of the inventory control of all munitions equipment assets on the site, UXO and MEC encountered, and donor explosives.
- Ensures quality and suitability of all excavation and recovery of subsurface UXO; construction of UXO-related protective works; the location of surface UXO by visual means; transporting and storing UXO assuring compliance with Federal, state, and local laws
- Documents all observed quality and safety deficiencies in the Quality Control Specialist Log Book and/or Daily Quality Control Reports.
- Completes Quality Incident investigations and reports as required.
- Conduct root cause analyses, determine appropriate corrective actions, and ensure corrective actions are implemented and properly documented
- Implements a “Lessons Learned” program for the project.
- In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position. However, these additional duties cannot be allowed to affect incumbents ability to ensure the quality of all MMRP site operations
- 40 hour HAZWOPER training, annual 8-hour HAZWOPER Refresher training, and 8-hour OSHA Supervisor training.
- Proven ability to implement programs to address complex needs and problems
- Competent in using Microsoft Office products, email systems, and Windows
- Eight years of progressively responsible experience with UXO projects with experience in all aspects of munitions response, surface and sub-surface clearance, MEC identification and hazard recognition, explosives demolition and MPPEH processing.
- Direct experience with Department of Defense quality requirements and environmental regulations applicable to MMRP projects required.
- Minimum of 8 years of EOD and/or UXO operational experience
- Education - Graduate of US EOD school, acceptable Allied Nation EOD school (i.e., Great Britain, Germany, Australia, Canada) or accredited comparable UXO Technicial Level I training, with appropriate experience as required by Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18.
- Two or more years experience as an UXO Technician III supervising personnel on MMRP projects.
- Direct experience with various client and other regulatory agencies, such as Interstate Technical and Regulatory Council and EPA, and their preferred methods for ensuring quality of surface and subsurface detection and removal processes for MMRP projects preferred
- Successful completion of the following quality-related courses and/or achievement of the following certifications:
- Practical Loss Control Leadership (PLCL)
- USACE Construction Quality Management for Contractors
- Certified Quality Auditor (CQA)
- Certified Manager of Quality/Organizational Excellence (CMQ/OE)
This is a temporary position with a targeted base salary of $90,000 - 110,000. Lodging, Meals, and airfare or reimbursement if driving to site.
