Estimator III
Description
- Collaborate with internal clients to plan pending work and develop effective price strategies
- As needed, request resources to complete estimating activities
- Serve as a subject matter expert in problem resolution during the estimating phase of the project
- Lead value-engineering activities as appropriate, promoting innovations in bid approach
- Ensure that work breakdown structure is created accurately and covers all aspects of the project
- Assist with Project Initiation Plan
- Collaborate with the Estimating Manager in leading the Estimating Team and ensure team coordination and productivity
- As needed prepare Request for Quote (RFQ), Request for Proposal (RFP), quantity takeoffs, and final estimate documentation in accordance with Company standards and practices
- Ensure that vendor and sub inquiries receive timely and accurate response
- Review completed estimates for accuracy and thoroughness
- Accurately conduct statistical analysis to effectively assess risk and develop scenarios (best case, worst case, & most likely) during the bid development process
- Ensure that risks are explained thoroughly with supporting evidence
- Conduct final analysis and review of self-perform and subcontracted estimates
- Lead bid review meetings with credibility by ensuring that a strong business case is communicated to members of management and project team
- Provide justifications for calculations, clarify questions regarding the bid content, and explain recommended approach
- Provide technical support to the Estimating staff in bid review meetings
- Work with Operations to troubleshoot project problems to minimize cost impacts to the company
- Prepare executive summaries for senior management status reports.
- Provide mentoring, direction, and subject matter expertise to junior level Estimating staff
- As requested, participate in employment interviews and make hiring recommendations
- As needed, provide performance feedback regarding junior level Estimating staff.
- In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
- Skilled managing workloads with competing, multiple parameters and deadlines
- Proven success synthesizing technical data in summary format
- Demonstrated success in teaching others estimating concepts, processes, and requirements
- Demonstrated ability to assess risk and make consistently successful recommendations on the management of risk
- Skilled in effectively utilizing industry estimating software
- Competent in using Microsoft Office products, email systems, and internet
- Advanced knowledge of Microsoft Excel
- Five years of progressive work experience in estimating for government environmental projects
- Travel: Must be able and willing to travel periodically, typically less than (10, 25, 50) XX % depending on the needs of the company.
- Education: Bachelor’s degree in Accounting/Finance, Engineering, Construction Management, or a related field is required. An equivalent combination of education and experience may be substituted for this requirement.
- Certified Estimating Professional (CEP) designation
- Knowledge of scheduling, project management, and budget related concepts
- Previous leadership of estimating teams on large complex estimates
- Prior estimating experience in international environmental projects
- OSHA 40-hour Training
