Location: Kadena Tank 150 Project Site, Japan (OCONUS)

Project Schedule: 

• Anticipated field start: January/February 2027
• Period of Performance (POP): Through July 2027

ECC is looking for a Site Safety and Health Officer (SSHO) – Fuels for the Kadena Tank 150 project in Japan. This position is dual-hatted with the Site Superintendent role and is responsible for implementing and overseeing the project's safety program to ensure compliance with contract requirements, OSHA regulations, EM 385-1-1 requirements, company policies, and industry best practices. The SSHO will work closely with project management, subcontractors, and client representatives to promote a safe and compliant work environment throughout all phases of construction. In this position you will:

• Implement and maintain the project Site Safety and Health Plan (SSHP)
• Monitor daily construction activities to ensure compliance with project safety requirements
• Conduct routine safety inspections and document findings
• Identify hazards and ensure corrective actions are implemented and tracked to completion
• Lead safety meetings, toolbox talks, and project safety briefings
• Coordinate with project management and subcontractors to promote a safe work environment
• Maintain required safety documentation, reports, logs, and records
• Investigate incidents, near misses, and safety observations and document findings
• Ensure compliance with OSHA regulations, contract requirements, and EM 385-1-1 standards
• Coordinate project safety activities with field personnel and client representatives
• Recommend and implement measures to improve project safety performance
• Stop work when unsafe conditions or practices are identified and coordinate corrective actions with project leadership
• Perform additional duties as assigned in support of project objectives

Requirements:

• This position is dual-hatted with the Site Superintendent role
• Site Superintendent must cover SSHO duties
• Minimum one (1) year of full-time onsite SSHO experience or designated alternate SSHO experience
• Experience as an onsite SSHO or designated alternate SSHO
• Dual-hatted SSHO experience is acceptable
• OSHA course must have been completed within five (5) years of contract award
• Knowledge of construction safety requirements and hazard recognition
• Ability to communicate effectively with project staff, subcontractors, and client representatives
• Strong organizational, leadership, and documentation skills
• Proficiency with Microsoft Office applications and electronic project management systems
• Must possess a valid passport or be able to obtain one prior to deployment
• Must be eligible to obtain and maintain SOFA (Status of Forces Agreement) status for work in Japan
• Ability and willingness to work OCONUS in Japan
• Education: This position requires a Bachelor’s degree in Engineering, Science, Construction Management or related field required. Equivalent combination of education and experience may be substituted for this requirement.

Required Certifications:

• Current OSHA 30-Hour Construction Safety Course certification
• Must be familiar with EM 385-1-1 requirements
• Required certifications and qualifications must remain current throughout the POP

Preferred Qualifications:

• Previous experience on Department of Defense construction projects
• Experience supporting fuels-related construction projects
• Experience implementing EM 385-1-1 requirements on active construction sites
• Experience conducting safety audits, inspections, and incident investigations
• Familiarity with USACE and NAVFAC safety requirements
• Experience working on OCONUS construction projects

ECC targeted base salary range is $125,000 to $130,000 annually. 

Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
