Utilization Project Manager for US Army Team

Candidate Experience and Skills Preferred:

  • Experience in yield management/revenue optimization
    • Develop and manage staffing plans to ensure appropriate resource allocation and utilization.
    • Provide accurate and realistic utilization forecasts for the group.
    • Routinely monitor financial performance of labor during all project execution
  • Strong working knowledge of Excel (functions, pivot tables, V-lookups, etc) and industry standard data analysis tools
  • Contribute to contract development regarding resourcing requirements in a work breakdown structure (WBS) and overall budget development
  • Create, Monitor and Deliver reporting in Workfront to include: utilization by resource, scoped vs. actual hours, efficiencies and revenue by department and project
  • Play a critical role in the forecasting, resourcing, utilization, performance and team health on a weekly basis to ultimately build a Center of Excellence that if efficient, effective and delivers above the ask
  • Provide scale and improve efficiencies by coordinating resources and managing the proposal creation process, from idea to final product, continuing to the SOW and WBS negotiations
  • Collaborate with the extended team to deliver high quality proposal and staffing solutions promptly by effectively balancing multiple high-priority assignments
  • Understand capabilities (skill sets) and interests of resources as factors into staffing decisions
  • Collaborate with Discipline leads and Operation Team to ensure target utilization rates are achieved while reporting on utilization trends and forecasts
  • Help influence and advise on the external contractor staffing processes
  • Improve the overall long-range resource and capacity planning as an active member of the operations process. Specifically, utilize the knowledge gained through managing the proposal development process as input to the capacity planning process.

Required Skills:

  • A minimum of 8 years of working experience in a business planning/forecasting and/or business analytics role
  • Experience with the principles of portfolio Management, project Management, resource demand and capacity management, and process improvement
  • Demonstrated ability to network, collaborate, and communicate across cultures, organizational levels and disciplines
  • Proactive and creative problem-solver that generates options, and makes effective and timely decisions
  • Demonstrated ability to facilitate executive decision making
  • Demand forecasting in the research and development space
  • Resource and capacity management experience
  • Strong conceptual and analytical thinking skills
  • Demonstrated success on independently leading/delivering on project objectives

Preferred Experience

  • Experience with portfolio and resource management at an enterprise scale
  • Demonstrated ability to manage multiple priorities
  • Experience working on large-scale, multi-company initiatives
  • Experience with Workfront software package
