Position Summary:

Oversee the process and implementation of recruitment, applicant tracking, onboarding, and employee changes through the supervision of the HR Administrator. Assist with employee management and relations.

Essential Functions:

  • Assists with the oversight and management of YMCA HRIS system (Paycor), Applicant tracking system (Jobvite), YUSA employee and volunteer management through LINK, Employee electronic filing and workflow processing systems, and other systems related to employee management.
  • Assists as the first contact for all system issues used in the HR Department including but not limited to benefits, workers’ compensation, FMLA, etc.
  • Responsible for the Oversight of the onboarding, hiring, and employee change process.
  • Assists for recruitment campaigns implementation after collaboration with the VP of Association Advancement, Marketing, and branch staff. This includes but is not limited to postings, ATS, 3rd party job recruitment sites, social media, exterior signage, etc.
  • Assists in the development and tracking of hourly staff performance reviews, goals, development plans, and compensation strategies.
  • Assists in development and implementation of career training for all staff.
  • Develops and implements training for branch staff on HR systems and processes including but not limited to: HRIS, applicant tracking, OnBase, Harver, AssureHire, Intelligent Messaging, Workers’ Compensation, LMS, Basecamp.
  • Manages all BWC claims both Medical Only and Lost Time Claims. Works with the VP of Association Advancement and Lawyer to determine next steps.
  • Maintains OSHA Binder. Ensures compliance with posting guidelines and end of the year reporting.
  • Assists in the creation and oversight of risk management policies and safety procedures.
  • Responsible for the oversight of employee communication systems.
  • Assists with the development, implementation, and oversight of all employee policies. Work with supervisor to enforce and manage employee relations.
  • Acts as a backup for HR Administrator as needed which includes processing hiring, change, and termination paperwork, reviews for completeness and accuracy, works with branches to obtain missing information, reviews all background check results, communicates with hiring directors, and distributes adverse action information as needed.
  • Acts as a backup for Benefits Specialist as needed.
  • Coordinates with finance department to ensure payroll information is in the system accurately and sets up new position codes in Paycor as needed.
  • Reviews, processes, and files all electronic employee documents accurately and timely to meet deadlines.
  • Trains branches on background check procedures in accordance with legal compliance and YMCA of Greater Dayton standards.
  • Conducts monthly background checks for all Association staff to maintain biennial requirements for Praesidium.
  • Sets up access within the HRIS system for all staff according to their position requirements.
  • Assist employees with access into the Paycor system and password resets.
  • Works with background check vendors to ensure timely processing of background checks, troubleshoot issues, enroll new users into the system
  • Processes invoices for AssureHire, Harver, Predictive Index, Sterling Volunteer and other HR related invoices.
  • Works with HR software providers for troubleshooting and processing updates. 
  • Communicate with Benefit Specialist and Payroll Specialist employee hires, changes, and terminations.
  • Travel to branch locations for training and support as needed.
  • Assists in the creation and distribution of job postings and job descriptions

 

Core Expectations:

  • Knows and administers the appropriate EAP (emergency action plan) for any situation, including first aid or CPR, work-related employee injuries, etc.
  • Completes incident and accident reports as required.
  • Takes an active role in the Annual Campaign.
  • Follows membership retention practices of the branch.
  • Is courteous and gives sincere to members by answering questions and providing positive and regular feedback to program participants.
  • Knows the names of members and uses their names when speaking with them.
  • Upholds guidelines as outlined in the Employee Handbook of the Association.
  • Maintains appropriate certifications and records.
  • Attends designated trainings and staff meetings.
  • Carries out other duties as assigned by the Director or Management Staff.
  • Notifies supervisor and reports suspicions of abuse or neglect to appropriate local public service agencies.
  • All employees will adhere to all policies and protocols In the abuse prevention handbook

 

Qualifications:

  • High School diploma required – 2 year Associates degree in Human Resources, Organizational Development, Business Administration, or related program is preferred. 
  • Two years administrative support experience required and a minimum of one year Human Resources support experience preferred.
  • Computer skills needed, particularly with Microsoft Office and email applications, Paycor and OnBase system experience preferred, along with ability to learn internal YMCA software.
  • CPR/AED, First Aid and Oxygen within 60 days of hire and kept current.
  • Must hold a valid driver’s license, insurable driver’s record according to the YMCA’s insurance carriers, and have reliable transportation to travel for business meetings, training events, YMCA site visits, vendors and suppliers, etc.

The incumbent is required to use hands to finger, handle, or feel objects, tools, or controls.  Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Also required is frequent hearing and talking, in person and on the telephone. More than 90% of time is spent indoors.  The condition of the air is normal/average air conditioned/ventilated.  The noise level is normal to loud within an active YMCA program environment.
