Position Overview
Cyber B.A.T. is seeking a Rules Analyst to support a mission-critical Intelligence Community program by analyzing legal and policy documentation, identifying compliance obligations, and translating complex regulatory requirements into actionable system requirements and automated compliance rules. This role works closely with mission partners, engineers, and compliance stakeholders to ensure operational activities remain aligned with customer authorities, legal requirements, and organizational policy.
What You'll Do
- Analyze legal, regulatory, and policy documents to identify compliance requirements and operational impacts
- Extract key information from legal and policy guidance using established procedures and analytic methodologies
- Identify, document, and maintain compliance obligations that support mission operations and technology solutions
- Translate legal and policy requirements into system requirements, controls, and machine-readable rules that enable compliance automation
- Collaborate with government customers and technical teams to understand mission needs and recommend compliant solutions
- Develop and maintain user guides, process documentation, and reference materials supporting legal and policy analysis
- Provide subject matter expertise during the development and refinement of mission compliance policies and guidance
- Prepare technical reports, briefings, presentations, and written responses for a variety of audiences, including senior leadership
- Utilize collaboration and project management tools such as Confluence and Jira to document work products, track activities, and support team coordination
- Work with stakeholders to resolve compliance questions and interpret existing authorities and guidance
- Support continuous improvement initiatives that strengthen compliance processes and operational effectiveness
What We're Looking For
Required Qualifications
- Active TS/SCI Clearance with a current Maryland Polygraph
- Bachelor's degree in a relevant discipline such as Legal Studies, Public Policy, Library Science, Information Systems, Computer Science, or another related technical field
- Minimum of ten (10) years of relevant experience supporting programs involving Intelligence Community customer authorities
- A Master's degree or Juris Doctor (J.D.) may substitute for two (2) years of required experience
- Four (4) additional years of directly related experience may substitute for a bachelor's degree
- Experience analyzing legal, policy, regulatory, or compliance documentation
- Experience identifying and documenting compliance obligations and translating them into operational or technical requirements
- Experience developing technical documentation, user guides, reports, and presentations
- Experience collaborating with government customers and multidisciplinary technical teams
- Proficiency with Microsoft Office applications, including Microsoft Word, PowerPoint, and Adobe Acrobat Pro
- Experience using collaboration and task management platforms such as Confluence and Jira
- Excellent written communication, analytical reasoning, and presentation skills
- Ability to interpret complex policy and legal guidance and communicate findings to both technical and non-technical audiences
