POSITION SUMMARY
Guided by World Concern’s global strategic plan, the Grants Compliance Officer will assist in managing grant and contract compliance from proposal to closeout. Provide the required support to the program, operations team and field staff in report preparations to ensure compliance with donor requirements and regulations. Support World Concern (WC) in fostering adherence to global humanitarian quality and accountability standards, specifically Core Humanitarian Standards (CHS). Conduct internal audit and monitoring activities to ensure compliance standards are met. Identify opportunities and risks and make recommendations to further the organization’s commitment to operating with integrity.
ESSENTIAL FUNCTIONS

DUTIES
Grants Compliance
- Review grants and contracts, in assigned portfolio, to ensure they comply with all requirements and stipulations, and provide recommendations as needed
- Perform periodic audit function for grants to ensure proper documentation and all compliance requirements are met. Submit audit reports to WC Sr. Director of Finance and Compliance for review. Report should include recommendations for improvement
- Provide working support to program, operation teams and field staff in report preparations
- Develop, simplify and disseminate tools and training materials to ensure compliance standards are met while minimizing undue burden
- Monitor monthly Life of Grant financial reports for compliance with specific donor compliance related indicators and seek effective solutions to mitigate risk
- Review sub recipients in field offices to ensure compliance with terms of the sub-agreements, applicable donor rules and regulations
- Assist with external auditors in response to grant and program audits. Keep track of reporting and audit requirements and support field offices as needed during audits. Coordinate to provide requested documentation to the WC HQ office for the organization’s annual audit, meeting deadlines as stipulated
- Use a screening platform to ensure WC avoids working with unauthorized individuals and entities and conduct further research when initial screening proves insufficient
- Work with CRISTA Legal to maintain a living and secure records of all screenings
Quality and Accountability
- Keep abreast of relevant global industry standards to ensure conformity
- Guide WC to achieve Core Humanitarian Standard on Quality and Accountability (CHS) verification
- Collaborate with WC leadership to ensure conformity to CHS commitments, and conduct or coordinate audits as needed
Leadership
- Regularly engage with management on compliance matters and quickly elevate for attention and action perceived or potential issues
- Identify and propose improvements and modifications to the management and reporting systems. Make recommendations for remediation of any identified problems and follow up to assess results. Assist in implementation of any agreed upon systems and/or improvements
- Advise and recommend to staff and management on regulatory requirements relating to U.S. Government funding and other multilateral funding institutions as required
- Provide recommendations to the Area Director or Country Leaders regarding best practices and other changes based on evaluations and industry standards

EDUCATION
Bachelor’s degree in Business Administration, Accounting or related field from an accredited college or university
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE
- Minimum five (5) years of professional work experience in business, accounting, auditing or similarly related field.
- Minimum three (3) years of grant management and governance related experience, including monitoring and conducting reviews/audits
- Working knowledge of U.S. Government and other multilateral donor applicable rules and regulations
- Excellent communications skills: demonstrated ability to read, write and speak English fluently
- Ability to meet and prioritize multiple deadlines
- Great problem solving and analytical skills
- Accuracy and attention to detail
- Ability to write routine reports and correspondence
- Demonstrated experience in exercising discretion and judgment
- Experience in a cross-cultural setting and ability to communicate effectively with diverse stakeholders
- Ability to positively influence and work as part of a multi-disciplinary team

SOFTWARE / EQUIPMENT KNOWLEDGE
Working knowledge of Microsoft Office, with advanced Excel capability preferred
OTHER CONSIDERATIONS
- Urban living conditions. Field locations are often in remote areas without basic infrastructure (roads, power, water, hospitals). Must be able to endure hardships of heat, basic shelter and rough roads for periods of up to two weeks
- May encounter harsh living conditions in the field.
- May require working extended hours and on weekends/holidays to meet deadlines
- Willingness to work a flexible schedule
- May require frequent travel to WC operational areas and likely travel to the US HQ in Seattle, WA

EXPERIENCE
- Demonstrated ability to teach and train others in small group settings
- Ability to read, write and speak one or more WC operational country languages
- Prior experience in sub-award management
